Summary This position serves as a Security Officer at the Veterans Integrated Service Network (VISN) office in Minneapolis, MN, serving under the administrative direction of the VISN's Network Director or Deputy Network Director. The VISN Security Officer is responsible for providing advice, guidance, and assistance to the Network Director, facility Police Chiefs, and management officials on all aspects of security and law enforcement activities. Responsibilities This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-14. At the GS-13 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-14. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Major duties include but are not limited to: Advises and provides guidance on security needs and problems Interprets departmental security and law enforcement guidelines and policy to issue instructions on methods and procedures for application to VA facilities Executes the VISN's Law Enforcement and Physical Security operations that involve planning, coordinating, and evaluating the law enforcement actions or operations required to provide support for the complex requirements of healthcare facilities Identifies consolidation and standardization opportunities to promote overall VISN efficiency and responsiveness Participates in the acquisition of complex security systems, including surveillance equipment, photographic identification equipment, access control equipment, and alarms/covert investigative equipment Performs other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/20/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. For a GS-14 position, you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized experience is: Developing, modifying, or overseeing the implementation of program and system improvements for police operations; Conducting evaluations of law enforcement and security programs; Implementing physical security reviews to ensure compliance with security policies and procedures; Evaluating market research for purchasing new security technologies. When supporting deployments, the work is performed in settings in which there is regular and recurring exposure to moderate to severe discomforts and unpleasantness, such as high temperatures in confined spaces, high temperatures due to mandatory protective personal equipment, or adverse weather conditions during extended periods of traffic and patrol duties. The work involves moderate risk requiring exercise of safety precautions when working around hazardous materials such as toxic gases, explosives, infectious biological materials, and others that pose a moderate risk of exposure. Additional Information ADDITIONAL POLICE OFFICER CONDITIONS OF EMPLOYMENT: New VA Police Officers are required to attend an 8-10 week course at the VA Law Enforcement Training Center in Little Rock, Arkansas. Satisfactory completion of this course is a condition of continued employment. A medical examination is required. The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature.
