Job Summary

The ConocoPhillips Norsea Terminal, located in Teesside at the mouth of the river Tees, is a crude oil reception, processing, storage, and trans-shipment installation. The terminal also fractionates natural gas liquids into ethane, propane, and butane. 

The terminal’s success is built on its high performing workforce and can provide opportunities throughout your career to progress and continually develop. With ongoing production from Ekofisk and Eldfisk, other redeveloped fields and new exploration projects in the works, the future looks bright as we prepare for a lifetime to 2050.

Working within the Terminal Capital Projects Team and reporting to the Project Manager, the candidate will be accountable for HSE management of the project. The role will plan, organise, direct and control HSE activities for all phases of the Project to ensure optimal HSE Performance in full compliance with both Regulatory, Corporate and BU requirements, including Europe Capital Projects Management Systems (ECPMS).

Position Overview

Main Duties and Responsibilities of the Role

  • Develop and maintain HSE Program and Activity Plan, HSE strategies and other project documents necessary for the project’s HSE work processes

  • Be a visible HSE promoter, motivator and problem solver, and ensure HSE reporting according to ECPMS requirements and project needs

  • Ensure a robust and fit for purpose safe design of the facilities in due time during project phases

  • Regulatory compliance (NORSOK and PSA requirements)

  • Ensure that applicable functional corporate, BU and ECP procedures are implemented in the project

  • Support selection and evaluation of concepts and technology. Identify integration and infrastructure issues

  • Review and follow-up Contractor’s evaluation of technology and solutions, and provide necessary interface with Operations during design stages

  • Ensure that technical queries from Contractors and Operation are processed and followed up

  • Review non-conformance of design and requests for deviations

  • Report deviations which can consequence project HSE, cost and schedule

  • Actively support other disciplines to ensure interdisciplinary coherence and experience transfer

  • Participate in HAZOP, HAZID and system reviews

  • Present expectations, proposals and alternative solutions when required

  • Conduct technical external and internal meetings as required

  • Attend audit teams as requested by management

  • Follow up Operational HSE during planning and execution of construction and commissioning activities

  • Evaluate and challenge Contractors HSE initiatives, and initiate processes such as application of Life Saving Rules, behavioral based safety program, HSE observation and other pro-active HSE efforts as appropriate

  • Ensure reporting on HSE leading and lagging indicators and as requested by ECP and the relevant project

  • Build a culture for proactive reporting at the work sites

Competency Requirements

  • Batchelors/Masters Degree in relevant subject, or comparable education, (i.e. NEBOSH Diploma or HSEQ Qualification) Less formal education may be compensated by demonstrable and relevant experience

  • Resourceful initiative taker, motivator and problems solver as well as a good communicator and team builder

  • Extensive experience in HSE&Q management in the oil & gas or other regulated industry, preferably within the Capital Projects arena

  • Proficient in Microsoft Office applications
