Description of Work

This is an Engineer II Level position. The employee in this position will serve as the Senior Assistant Resident Engineer in the Durham Resident Engineer’s office located in Durham, North Carolina. The employee in this position is responsible for minor and/or major construction projects; supervising employees and preparing and evaluating the performance of employees. The employee in this position must be proficient at plan reading, highway engineering calculations, and the survey instruments necessary to supervise the stake-out of line grade for roadways and structures. Duties of the position include preparation of monthly estimates, final estimates, and written and oral communication with contractors, inspection personnel, utility companies and the general public to ensure compliance with contract plans, standards, and specifications. This employee will also evaluate data collected by field personnel and prepare technical letters and reports, review contract plans, specifications and materials testing results. The employee in this position requires minimal supervision from the Resident Engineer.

Knowledge, Skills and Abilities / Competencies

  • Knowledge of contract administration to ensure projects are constructed in accordance with the department’s specifications, standard drawings and policies

  • Customer service experience related to resolving problems that involve explaining engineering concepts to various customer groups

  • Demonstrated ability to understand, explain and administer highway contract construction projects

  • Experience in performing engineering analysis on complex contract administration issues, and the timely approval / denial of these issues through supplemental agreements and claims

  • Experience training planning, coordinating, and supervising the work of other employees

    Additional Expectations:

The employee must be able to legally operate a motor vehicle. This employee will be expected to promote a safe working environment. This employee should possess working knowledge of the principles and practices of civil engineering and construction methods, materials, and equipment. Proficiency in the use of personal computer and the ability to utilize contract administration software is necessary for this position. This employee should possess the ability to understand, explain and administer contracts, interpret plans, provisions and specifications, train other employees and plan, coordinate and supervise work. The employee should have the ability to communicate, establish and maintain working relationships with co-workers, management, contractors and the general public. This employee should have the ability to communicate effectively both orally and in writing. This position will require work in extreme temperatures and uneven terrain conditions for extended periods of time. Safety toe footwear needed.

Minimum Education and Experience Requirements

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.

Necessary Special Qualification: May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
