DESCRIPTION OF WORK

As a Civil Engineer Transportation, your duties will include but are not limited to:

Continuously monitoring live traffic data tools, closed circuit television (CCTV), scanners, closed band (CB) radio, and 800 megahertz (MGZ) radio. Receiving and responding to all calls on the Transportation Management Center (TMC/RCRS) phones. Activating Variable Message Signs (D/VMS) and Highway Advisory Radios (HAR's). Entering events into the Road Condition Reporting System (RCRS). Monitoring Pennsylvania State Police (PSP) and CRC emails. Maintaining the daily Transportation Management Center (TMC) call log. Writing down all events on the current Intelligence Transportation System (ITS) activation form Maintaining emergency detour maps in all systems, including IRP maps in RCRS. Providing 24/7 assistance as needed to RTMC. Maintaining daily diary Attending various ITS meetings and exercises. When an ITS operator is needed, provide ITS and RCRS services remotely after hours when required, up to the time of handoff to the RTMC. Maintaining the Interstate Restriction Protocol (IRP) library Remotely operating emergency traffic signal systems as needed. Coordinating district wide ITS device activations by working with county maintenance organizations, the construction unit, regional traffic management centers (RTMC), the state emergency operations center (SEOC), and other stakeholders. Ensuring emergency detour information is current in all systems, including, at minimum, maps of detour routes and courses of action, an emergency roster phone listing, and a mailing list, Also, this includes the field inspection of the detour routes twice a year and ensuring missing and damaged signs are replaced. Being available 24 hours a day, 7 days a week, for ITS duties during incidents or events unless otherwise relieved by a supervisor or another operator. Assisting with the preparation of ITS contracts. Assisting with preparation or reviewing special provisions for ITS and maintenance projects as directed. Assisting with catalog cuts for approval either at the district level or for the central office Maintaining its downtime database. Maintains and organizes operation manuals for the TMC/Incident Command Center (ICC). Participating in district scoping's as needed. Assists with or performs field device inspections of ITS devices and records findings for the ITS maintenance contract as directed. Applying knowledge of highway design and construction as related to ITS traffic control. Attending appropriate National Incident Management System (NIMS) training for PennDOT. Providing technical field diagnosis and repairs to equipment when required.

Work Schedule and Additional Information:

Full-time employment Work hours are 6:00 AM to 2:00 PM, Monday - Friday, with 30-minute lunch. This position will require you to be on call as needed. Telework: You may have the opportunity to work from home (telework) part-time upon successful completion of probationary period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Dunmore. Salary:In some cases, the starting salary may be non-negotiable. QUALIFICATIONS Minimum Experience and Training Requirements:

Five years of civil engi eering experience in the appropriate specialty, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or Successful completion of the Civil Engineer Trainee training program (commonwealth title); or Four years of civil engineering experience in the appropriate specialty, and an engineer-in-training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists, and an associate's degree in civil engineering technology or a closely related engineering discipline; or One year of civil engineering experience in the appropriate specialty, and a bachelor's degree in civil engineering or a closely related engineering discipline. Other Requirements: PA residency requirement is currently waived for this title.
