DESCRIPTION OF WORK

 

In this role, the primary responsibility is to analyze and interpret engineering plans to identify potential conflicts with utility lines. When conflicts are identified, the incumbent will work closely with project engineers to propose alternative solutions or work with utility companies to re-engineer the plan or relocate the utility lines.

Additionally, the position requires the individual to inspect utility relocation work and maintain strong communication with various stakeholders including Central Office, Federal Highway Administration utility representatives, municipal officials, consulting engineers, and contractors. This involves resolving disputes by explaining department policies and procedures and negotiating conflicts as they arise.

Furthermore, the role involves submitting all plans, estimates, and agreements to Central Office for review and approval, in accordance with District policy and procedures. The individual will also be responsible for explaining and negotiating with municipal officials regarding proposed relocations and payments, as required under state law.

The position also requires the application of engineering practices and principles when reviewing proposed estimates, plans, and agreements for completeness, accuracy, feasibility, and conformity to established standards and policy. The incumbent will recommend approval, disapproval, or modification of proposed plans and agreements.

Moreover, the individual will develop and maintain a liaison with utilities to ensure that construction schedules for each established project are met. This involves conducting field inspections of affected utilities to determine the feasibility of relocations and reviewing proposed relocation plans for adherence to established standards.

Additionally, the role involves reviewing the inspection of construction materials and workmanship associated with the relocation of utilities to ensure conformity to standards and specifications. The incumbent will also review daily inspection reports for utility relocation projects under construction and use the URMS system as necessary to process all utility activities.

*Work Schedule and Additional Information:*

  • Full-time employment.
  • Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
  • *Telework: *You may have the opportunity to work from home (telework) part-time up to 3 days per week upon successful completion of probationary period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Dunmore, Pennsylvania.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS *Minimum Experience and Training Requirements:*

  • Five years of civil engineering experience in the appropriate specialty, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; *or*
  • Successful completion of the Civil Engineer Trainee training program (commonwealth title); *or*
  • Four years of civil engineering experience in the appropriate specialty, and an engineer-in-training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists, and an associate's degree in civil engineering technology or a closely related engineering discipline; *or*
  • One year of civil engineering experience in the appropriate specialty, and a bachelor's degree in civil engineering or a closely related engineering discipline.

*Other Requirements:*

  • PA residency requirement is currently *waived *for this title.

  • You must be able to perform essential job functions.

Special Requirement:

  • This position requires a valid Class C Driver's License.
