Citigroup Technology Governance, Policy and Standards - SVP - DUBLIN in Dublin, Ireland

The Senior Vice President, Office of the CTO (OCTO) Policy and Standards, leverages comprehensive technology transformation, strategy, policy, and communication skills to deliver on a wide range of OCTO obligations in support of regulatory commitments for the world's leading global bank. It helps establish, manage, and socialize forward-looking technology processes and governance for the fulfillment of Citi's regulatory commitments. Armed with an excellent understanding of the underlying business needs and latest technology trends, the successful candidate will hold strong perspectives on the work of the function. Excellent communication skills required to negotiate and influence, often at senior level internally.

  • Significant modernization and improvement are required to the body of technology policies and standards owned by the CTO and CTI organizations that drive the procedures and resulting behavior of 40,000+ technologists across all of Citi’s businesses and function.

  • The major opportunities include simplification, enabling codification of controls and updating them to reflect modern styles of development and delivery including agile, continuous deployment and cloud computing.

  • Allied with this, there is a critical need to improve the oversight and governance of these policies and standards to identify appropriate and achievable performance and risk indicators and drive the behavior of line-of-business technology teams to maintain their performance against Citi’s technology risk appetite.

  • Given Citi’s size and complexity, a federated model is used to govern technology standards and performance against them with curation of this and overall accountability for the standards owned by the CTO organization.

  • This role will thus work very closely with subject matter experts in areas such as project management, software development, inventory management, change, and security, ensuring that the skills and knowledge of this large pool of talented resources are used to drive the necessary improvements.

  • It will also work closely with the engineering & architecture governance teams to ensure appropriateness and adoption of the standards, procedures, and tooling.

  • The role will also work closely with Citi’s internal 2nd and 3rd lines of defense and indirectly global regulators who all take a very keen interest in Citi’s performance in these critical areas given our position as a Global Systemically Important Bank (G-SIB).

  • While extensive experience in the areas of defining technology policy and standards and governing them once in-place is critical to the role, the ability to organize and drive collaboration across a wide group of stakeholders and detailed subject matter experts is more important than subject matter expertise in any one particular area of technology.

  • The role will join a team of 10 Citi employees across the US, Ireland and Poland delivering against the mission outlined above.

  • The ability to influence teams to deliver against external regulatory and internal audit commitments and communicate effectively at all levels up to the CIOs and CTO of Citi are also both critical requirements for the role.

Qualifications:

  • 10+ years of relevant experience in an Engineering or Technology Management role with extensive experience in business and functional management.

  • Experience working in Financial Services or a large complex and/or global environment

  • Project Management experience

  • Consistently demonstrates clear and concise written and verbal communication

  • Ability to work in a matrix environment and partner with virtual teams

  • Comprehensive knowledge of design metrics, analytics tools, benchmarking activities and related reporting to identify best practices

  • Demonstrated analytic/diagnostic skills

  • Ability to work independently, multi-task, and take ownership of various parts of a project or initiative

  • Ability to work under pressure and manage to tight deadlines or unexpected changes in expectations or requirements

  • Ability to negotiate, be objective, to prioritize, and to give a balanced view

  • Proven track record of implementing operational process change and improvement

  • Positive, energetic, and enthusiastic approach

Education: Bachelor’s degree/University degree or equivalent experience
