Office of the Inspector General Financial Management Specialist in District of Columbia, District Of Columbia

Summary This position is located in the Office of Inspector General, Office of Management and Policy, Division of Budget, Procurement and Administrative Services. The Division of Budget, Procurement and Administrative Services is the focal point within the OIG in providing day-to-day management, oversight and technical direction of OIG's Budget, Procurement and Administrative Management Activities throughout the OIG, nation-wide. This position is outside the bargaining unit. Responsibilities 1.Provides expert advice and assistance to OIG managers in the development of budget requests and related supporting documentation. Develops procedural instructions and policy guidance for use by OIG officials in planning and estimating funding needs in the areas of staffing, travel, etc. Reviews, analyzes, and edits budget requests submitted by OIG management to assure that they conform to DOL, Office of Management and Budget (OMB) and Congressional requirements. Analyzes estimates to identify imbalances among program areas, to reconcile estimates with current levels of obligations and anticipated changes in programs and/or staffing levels. 2.Prepares narrative/statistical material, exhibits and related background information concerning OIG's budget for use in briefing OIG executive management scheduled to appear before Congressional appropriations committees. Performs similar budget justification and information-gathering tasks in response to requests from DOL, OMB, and/or Congressional appropriations staff. 3.Assists in the formulation and the justification of the agency's budget submission, and for the development of the other materials to request and defend the OIG's budget before the Department, OMB and Congress. 4.Assists the Budget Officer in directing and overseeing the OIG budget process including; long range planning and formulation as well as day-to day budget execution. Ensures all budget activities are administered in accordance with Federal regulations and laws, OMB circulars A-11, A-134, A-123 and other applicable guidance related to budget formulation and execution. 5.Assists the Budget Officer in overseeing and managing budget operations, including both budget formulation and execution, for an agency organization or program. Develops and directs the budget operation for an organization with multiple major subordinate components, each with diverse, multi-year, substantive programs, such as budget operations at the Department level. Participates as a principle official in developing and updating agency plans, and recommends policies that impact on substantive agency programs or national priorities. Develops policies and procedures that support the externally mandated Congressional and OMB budget processes. 6.Prepares periodic financial status reports, and tracks obligations in comparison to the approved operating budget. Prepares the annual FTE plan for OIG in a way that maximizes the effective use of the resources provided to OIG and approved hiring plans while taking into account historical attrition rates. The actual FTE usage is compared to the plan periodically and adjustments are made to the plan as required. 7.Serves as the functional expert for the OIG automated budget tracking system. Provides requirements to supporting technical staff for modifications to the automated budget tracking system to effect changes resulting from changes in financial management policies and directives or OIG operating principles. Ensures through active liaison with DOL-OCFO a viable reconciliation of OIG financial and budget activity through the DOL accounting system on a regular basis, throughout the fiscal year. Requirements Conditions of Employment Qualifications You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for Financial Management Specialist, as described below. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience may include such duties as developing budgetary procedural instructions and policy guidance in the areas of staffing, travel, etc.; reviewing, analyzing, and editing budget requests submitted; preparing narrative and/or statistical material and exhibits; and providing guidance and procedural policy for financial or budget systems users. Education There is no substitution of education for the required specialized experience at the GS-14 level.
