Communications Security (COMSEC) Specialist

Job Description:

ASRC Federal Professional Services is seeking a dynamic security specialist with experience in Communications Security (COMSEC) discipline to support the Pentagon's Joint Service Security Office (JSSO). As part of its overall mission, the Joint Staff Security Office is responsible for the COMSEC support of SCI and collateral cryptographic equipment and resources under the control of the Joint Staff in accordance with NSA, DoD, Intelligence Community, and Joint Staff directives.

The COMSEC Specialist shall support the Joint Staff COMSEC Program management activities and develop recommendations for Government approval to update Joint Staff COMSEC policies and procedures by performing the following COMSEC related tasks:

  • Program Management and Policy Support

  • Daily COMSEC operations and oversight

  • Experience with using DIAS for accurate tracking applying knowledge and skills to analyze data

  • Support of local elements and KMI Operating Accounts

  • Local element training

  • Implement and operate Distributed InfoSec Accounting System (DIAS) and KMI/Management Client (MGC) Operator Training

  • Experience with knowledge and skills to proficiently operate KMI system as KOAM

  • Experience with processing and managing all actions associated with the receipt, handling, issuing, destruction and safeguarding and accounting management matters with NSA’s Policy Manual 3-16

  • Develop and maintain support LOA’s

  • Experience with knowledge, skills and ability to establish and implement proper COMSEC Emergency Action Plans (EAPs), COMSEC Standard Operating Procedures (SOPs) and Processes as well as COMSEC Emergency Destruction Plans (EDPs)

  • Conduct shortfall Assessments

Requirements

  • Applicant must possess knowledge of, and experience in, the COMSEC discipline and have the skills and abilities to enable successful accomplishment of the contract's assigned JSSO mission.

  • Applicant must have IAEC-2112 COMSEC Custodian Training Certification from NSA, and Electronic Key Material System (EKMS) course.

  • Applicant must have KMI CI-2 Management Client (MGC) Operator Training.

  • Must have knowledge of SKL for transfer and load of KEYMAT for Crypto devices.

  • Must have knowledge of KEYMAT transfer for Over The Air Transfer (OTAT) for Local Elements and current COMSEC account.

  • Must have knowledge of operating both STE’s with KSV-21 cards and vIPer phones with electronic KEYMAT.

  • Must have policy knowledge of NSA 3-16, CNSSI policy manuals.

  • Must have current active TS with SCI Eligibility

Education/Experience:

  • Applicant must have 6-8 years of COMSEC experience
