Work schedule: Monday - Friday, 40 hours per week Relocation/Recruitment Incentives: Not Authorized Appraised Value Offer (AVO): Not Authorized Relocation Expenses: Not Authorized This Veterans Health Administration (VHA) senior leadership position is responsible for oversight and management of the agenda to advance VHA direct and community care access. The Office of Integrated Veteran Care (IVC) is the accountable office for access to care and advises Senior VHA Leadership on all access to care items including oversight, governance, expertise, and leadership related to the Veterans Community Care Program, direct care access initiatives, and financial health. IVC provides oversight and guidance to VHA's network of 1.3 million community providers and to the 6,000 sites of care that are critical to providing Veterans with direct care access. In addition, IVC manages a set of programs that support over 800,000 Veteran family members in reimbursing over $2.5 billion per year for their care. The Assistant Under Secretary for Health (AUSH) for IVC supports strategies to achieve the three organizational goals: seamless care to Veterans, financial sustainability, and high reliability. This position monitors all IVC budget and productivity improvements and is responsible for strategic and long-range planning of its operational areas and of meeting organizational needs related to access. The AUSH has three direct reports who are T38 senior executives and oversees a team of over 1,100 staff and direct budget of $1.5 billion annually. The AUSH ensures the development, implementation and evaluation of programs, policies, and activities that are national in scope and that influence the overall organizational mission and strategy. S/he initiates, designs, and completes high-visibility national projects to advance VHA's goals. Indirectly, the incumbent advises on strategy and policy that impacts community care spending of approximately $30 billion annually and oversees quality, utilization management, and network adequacy for the community program. As VHA's accountable owner for access to care, the incumbent is responsible for overseeing access to care and scheduling policy, practices, and technologies. The AUSH for IVC is a Title 38 senior executive who uses extensive leadership skills, communication skills, healthcare/managed care knowledge, healthcare ethics expertise, and knowledge of VA and national healthcare policy to advise, support, and collaborate with the senior executives in VHA. Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/16/2024. In order to qualify for this position you must meet the following: BASIC REQUIREMENTS FOR HEALTH SCIENCE OFFICER: U.S. Citizen Successful completion of a Master Degree or higher in course of study from an accredited college or university with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. No license required. DEMONSTRATED LEADERSHIP EXPERIENCE: Applicants must possess extensive leadership experience in the health care arena sufficient to qualify for the equivalent of a senior executive equivalent position within the Federal service. In addition, the incumbent is broadly acquainted with clinical treatment modalities, administrative and clinical support systems and is knowledgeable about multifaceted health care delivery systems. In addition to basic requirements, the following technical and executive core qualifications are required for this position. Typically, these qualifications would be gained through education, experience and training which reflect progressive development and achievement in responsible management/executive level assignments in health care at a national or Network level, equivalent positions in a hospital/network/regional office or allied medical care facility, or executive positions in an academic institution. An individual's total experience and education must demonstrate the ability to perform the duties of the position. If you are currently a federal employee, this type of experience is typically found at positions at the GS-15 level and above. BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Applicants may demonstrate that they have external contacts as well as internal interactions. B. TECHNICAL QUALIFICATIONS (TQ): Demonstrated executive leadership experience in administering and/or implementing managed care programs on a national or regional scale. Demonstrated executive leadership experience overseeing patient access in a large complex healthcare delivery system or within a large integrated healthcare delivery system. Physical Requirements: Most of the work performance is at a desk, in an office setting. The incumbent often carries books and papers to and from meetings and conferences. It is highly likely that the incumbent may have to travel between office buildings for meetings, which will involve going outside during various elements of weather.
