Assistant Secretary for Human Resources Management Administrative Officer in District of Columbia, District Of Columbia

Summary As the Administrative Officer in the Office of Congressional and Legislative Affairs (OCLA), you will provide administrative and analytical expertise in support of management and administrative operations in the following areas: budget, space management, records management, publications, property management, non-expendable property management, information technology, travel, procurement, and internal controls. Responsibilities Major duties include, but are not limited to the following: Develops and monitors operations and administration knowledge management systems and standard operating procedures. Advises on and recommends courses of action pertaining to administrative and operational issues and efficiencies to OCLA Senior Leaders. Ensures effective and efficient use of office resources and makes substantive recommendations to enhance central operational support services to OCLA staff. Provides expert advice and technical assistance to managers and supervisors in a wide variety of areas such as, but not limited to, HR, budget, manpower management, contracting, payroll, personnel actions and evaluations Provides analysis in critical operational areas such as long-range planning, risk assessments, annual budgetary and goal-setting sessions, operating plans, and evaluates and monitors administrative activities and makes substantive recommendations and justifications for program improvements Makes analyses of program reports, financial statements and other accounting data, correlating and verifying information and ensures funds are properly allocated and spent in a timely manner Manages procurements and contracting for the organization which includes providing expert advice and ensuring that procurement regulations are adhered to, (serves as OCLA's COR). Works independently developing work plans and determining data sources, information technology for budget, property, space and procurement needs and other organization requirements Utilizes sound judgment and discretion in comprehending and interpreting guidelines and policies which include but are not limited to Federal regulations and VA policy statements as they relate to organizational practices and the resolution of topical situations Readily identifies, analyzes and develops ways to resolve problems or cope with issues which directly affect the accomplishment of the OCLA mission, goals and objectives Work Schedule: Monday through Friday, 7:30 am to 4:00 pm Compressed/Flexible: Not Available Telework: May be available as determined by agency policy Virtual: This is not a virtual position. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provides expert advice and technical assistance to managers and supervisors in a wide variety of areas such as, but not limited to, HR, budget, manpower management, contracting, payroll, personnel actions and evaluations; Develops and monitors operations and administration knowledge management systems to include quality assurance and tracking programs, plans, and procedures; Advises on and recommends courses of action pertaining to administrative and operational issues; Utilizes budget estimates prepared by the Departmental level staff to determine base resource levels in the many areas; Prepares procurement requests, evaluates proposals for work, acts as a COR for procurements, and/or maintains procurement and contracting records.
