Description

Under general supervision, conducts occupational safety programs, investigates safety problems and recommends corrective action in the enforcement of City and Departmental safety standards, and supervises Assistant Safety Officers and supporting staff.

Examples of Duties

  • Investigate accidents and review accident reports to ascertain facts, identify and eliminate causes, and determine high-risk areas.

  • Develops methods of reducing accidents, and determines, with engineering and health authorities, how potential and existing hazards can be eliminated.

  • Conducts routine on-site surveys and inspections as well as special investigations of work operations and premises for unsafe conditions and work habits.

  • Prepares reports of survey findings and recommends corrective action to eliminate unsafe conditions and practices.

  • Reviews plans and specifications for new equipment, facilities, and operations for conformance with established safety standards.

  • Serves as a liaison with State safety compliance officers.

  • Performs follow-up investigations to determine if safety violations have been eliminated.

  • Determines departmental need for specialized training programs related to employee safety; plans, schedules, and/or conducts such programs.

  • Confers with division heads, subordinate supervisors, and union representatives in securing employee support for objectives and ensuring the effectiveness of the safety programs.

  • Prepares estimates of costs and benefits of instituting proposed safety measures.

  • Recommends purchase of safety equipment.

  • Compiles statistics, prepares reports on and maintains records of safety violations, job injuries, and Workmen's Compensation cases.

  • Contacts attending physicians and injured employees regarding medical treatment, prognosis, and progress to prevent abuse of Workmen's Compensation and sick leave provisions.

  • Confers with and submits reports and recommendations to superiors, Risk Managemen,t and Law Department staff on Workmen's Compensation claims.

Testifies in disputed Workers' compensation cases.

  • Instructs and trains staff on requirements, policies, and procedures.

  • Evaluate performance, counsel employees on performance, and work with employees on professional development.

  • Performs duties in accordance with Departmental safety procedures including, but not limited to, the utilization of designated personal protective equipment.

Minimum Qualifications

High school graduation or G.E.D. Two (2) years of college with course work in occupational safety standards and practices; preferably a Bachelor's degree in a discipline related to occupational safety.

Two years of experience in planning and conducting successful occupational safety programs covering a wide variety of occupations and exposures to hazardous work environments.

Supplemental Information

At the discretion of the HR Director and Department Director, the two (2) years of college can be substituted with an equivalent combination of education and experience that provides the required knowledge, skills and abilities.

RETIREMENT BENEFITS

City Employees Retirement System

As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:

• Completion of thirty (30) years of service;

  • At age sixty (60) if you have at least ten (10) years of service, or

  • At age sixty-five (65) with eight (8) years of service.

• In the event of disability, other eligibility rules apply);

  • An early, actuarially reduced, retirement is offered after you have attained at least twenty-five (25) years of service;

• Employees are vested after ten (10) years of service, regardless of age.
