Description

This is not a Civil Service Position. DWSD employees are subject to provisions of Court Orders entered in United States District Court, Eastern District of Michigan, Southern Division, Case No. 77-71100 with regard to certain terms and conditions of employment. DWSD does not honor reversion rights for internal candidates.

SUMMARY:

Risk and Safety (R&S) Manager plans, develops, implements, administers, directs, evaluates and maintains programs necessary to ensure a safe and healthy environment for employees and visitors and to protect Detroit Water & Sewerage Department against losses. The position is also responsible for the development, management and implementation of a centralized, comprehensive and coordinated risk management program for DWSD.

The role liaises with safety code-related city and federal agencies, and ensures that the operations follow applicable codes and regulations. The position requires collaboration with a broad range of internal customers and stakeholders.

The role has a major impact on the operations and serves as an expert in R&S management industry standards and best management practices, including education and training. It requires a thorough knowledge of local, state, and federal guidelines. Frequent analysis to resolve issues that are unique and without precedent is necessary, including in response to various emergencies and ability to lead and support cross-functional management of safety initiatives is essential.

Examples of Duties

ESSENTIAL JOB FUNCTIONS:

SAFETY: Monitors the removal of physical, biological and chemical hazards, and training of

employees on safety policies, procedures, and regulations. Verifies compliance with health and safety regulations and ensures all necessary records are maintained and prepared according to established guidelines. Manages the participation in Occupational Safety and Health Administration

(OSHA) inspections, providing inspectors with appropriate documents and identifying safety

measures. Ensures projects are completed on time and within budget. Acts as advisor to health and safety administration team regarding projects, tasks, and operations.

Manages subordinate staff in the day-to-day performance of their jobs.

RISK: Liaison on behalf of DWSD to City of Detroit Risk Manager who develops and administers a coordinated City-wide program of insurance coverage, including contract and coverage negotiation with insurance brokers, medical facilities and third-party insurance providers. Develops and administers any separate insurance coverage specific to DWSD. Represents DWSD in formal or informational sessions related to laws, rules and legislation that affect the DWSD risk management program. Reviews contracts, project proposals and bond issues to evaluate liability to ensure adequate indemnification. Identifies, evaluates and implements risk transfer mechanisms to protect the DWSD against liability claims and reduce the potential for financial loss.

Directs and coordinates actuarial reviews and reviews the adjustments of self-insured, third party insured and non-insured losses. Advises DWSD divisions on methods for risk reduction.

Develops the annual risk and safety group budget for contribution to the Human Resources budget.

True first level manager. Ensures that project/department milestones/goals are met and adherence to approved budgets. Has full authority for personnel actions. Administers and enforces security and safety policies and procedures in carrying out work duties. Provides on the job training for employees.

Minimum Qualifications

RELATED JOB FUNCTIONS:

Compiling statistics, preparing reports and maintaining records of safety violations, OSHA/MIOSHA logs, workers’ compensation cases and other documents. Ensure contractors working on DWSD property are in compliance DWSD safety policies and procedures.

Participate in the development of safety guidelines and

related environmental health and safety communications and educational information. Perform related work duties as assigned.

SUPERVISION EXERCISED:

Works under the direction of the Organizational Development Director; and exercises supervisory responsibility for Environmental Health and Safety Office. Will also collaborate with Chief Financial Officer.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES KNOWLEDGE OF:

• Hazards commonly encountered in various occupations and industries and effective safety

measures

• Michigan Workers Compensation Law

• Federal and Michigan Occupational Safety and Health Act (OSHA and MIOSHA)

• Standard practices of accident reporting and exposure evaluation

• Michigan Department of Transportation (MDOT)

• Municipal building and fire codes

• Environmental Protection Agency (EPA)

SKILL TO:

• Use and understand a wide range of software programs, especially database applications,

including spreadsheets, report and presentation applications, on a high technical level.

• Understand and analyze complex documents, reports, codes and regulations

• Lead and support cross-functional management of safety initiatives.

• Respond to various emergencies after hours as required.

• Must be able to perform physical activities, such as, but not limited to, lifting heavy items

(up to 50 lbs.), bending, and standing, climbing or walking. Must be able to work safely in an

environment containing hazardous chemicals using personal protective equipment/safety measure.

• Negotiate agreements with insurance carriers and other contractors

• Detect potentially hazardous situations

• Communicate effectively, both orally and in writing with employees, union representatives,

management personnel, and other safety representatives

• Be observant to hazardous conditions

• Stimulate active interest in safety practices on the part of supervisors and employees

• Effectively deal with supervisors and employees during worker’s compensation cases

• Determine the most effective means of reducing workplace accidents

• Build strong relationships with outside regulatory agencies

• Manage completion of safety corrective actions

• Provide interpretations of rules and regulations pertaining to environmental health and safety to staff

• Order suspension of activities that pose threats to employees’ health and/or safety

• Oversee handling of worker’s compensation cases and designing programs to control, eliminate and prevent future injuries and/or illnesses

• Contract with outside licensed hazardous materials companies for handling, storage and disposal of hazardous waste as required

• Direct and administer preparation and maintenance of mandated environmental regulatory licenses, records, and permits on behalf of DWSD

• Serve on safety committees/councils as requested

Supplemental Information

REQUIRED EDUCATION AND EXPERIENCE (position requirements at entry)

• Bachelor’s Degree in business administration, public administration, finance, accounting or

related field. Preferably completion of advanced coursework related to insurance administration, underwriting or risk management.

• Master’s degree preferred, with specialization in environmental or occupational health and

safety, risk management or a related discipline

• A minimum of five (5) to seven (7) years of experience in risk management including supervision of component activities such as workers compensation and occupational safety, assisting with planning and conducting successful safety programs covering a wide variety of occupations and exposures to hazardous work environments

• Certified Safety Professional Certification

ESSENTIAL REQUIREMENTS

Physical Requirements:

This position requires the ability to walk, sit and stand for prolonged periods, operating a

vehicle, commuting to DWSD work sites; verbal acuity; manual dexterity. This position is also

required to wear a respirator/Self Contained Breathing Apparatus at specified job sites.

Environmental Working Requirements:

This position requires the ability to work in the plant or office environment with exposure to

computer screens, working in teams and closely with all staffing levels.

OTHER REQUIREMENTS

Valid Michigan’s Driver’s License

The ability to work irregular hours, to commute to DWSD facilities and work sites, and respond to after hour emergencies and on-call responses.
