Description

Project Manager – Field Services Operations

The City of Detroit is emphasizing a long term coordinated and strategic approach to blight remediation and beautification through a three-layered strategy: Enforcement, Remediation, and Maintenance.

These efforts involve coordination among various departments, agencies, and stakeholders, including the General Services Department, Buildings Safety & Engineering, Law Department, Department of Administrative Hearings, DPD’s Blight Division, Planning & Development Department, Department of Neighborhoods, DEGC’s Business Liaisons, etc. SORRT (Strategic Ordinance Reinforcement & Remediation Team) was developed from this 3 layered strategy, and thus our efforts have been executed on 18 Commercial Corridors, with an additional 25 secondary/collector corridors add in the winter of 2023.

The Project Manager – Field Services Operations, will report to the Asst Director of Blight Remediation, with a focus on the Mayor’s Blight to Beauty initiative. The Project Manager will support short- and long-term initiatives to increase compliance with the City’s blight ordinances, as well as assist in developing a long-term maintenance and training strategy that supports the ongoing beautification of commercial corridors.

Examples of Duties

  • Manages all functions of field operations, including coordination and planning work assignments of city contractors/vendors/suppliers (i.e., manages projects) related to blight remediation and property maintenance on identified commercial and secondary corridors throughout the city.

  • Responsible for maximizing contractors’/vendors’ productivity, including assisting in developing field apps, surveys, and other operations and production tools which track production, data, etc.

  • Responsible for record keeping and preparing necessary reports and data metrics, analysis, etc., related to the work being performed.

  • Developing and deploying continuous improvement methods for field operations related to blight remediation and property maintenance.

  • Perform quality control inspections/reviews of all work to ensure work meets city ordinance/code, and other local, state, and federal standards.

  • Provide ongoing monitoring of safety and injury prevention programs to ensure the safe operation of remediations and property maintenance.

  • Assist in developing an ongoing training program(s) related to blight remediation, and maintenance of city properties.

  • Prepare and maintain Standard Operating Procedures.

  • Develop maintenance program(s) for city-owned properties with a structure/building where the City’s design guidelines are used.

  • Coordinates and collaborates with other city departments, as well as county, state, and federal agencies, and external stakeholders to ensure coordinated efforts on identified commercial and secondary corridors.

Minimum Qualifications

  • High School Diploma (Preferred Candidate will possess Certifications and or Licensing in related fields, i.e. Construction, Property Maintenance, etc.)

  • Seven (7) years’ experience in related operational or functional fields, such as construction, inspection, property maintenance or a combination of related work experience and education

  • Management and operational experience gained through progressively more responsible positions in related industries

  • A minimum of five (5) years of supervisory experience with contractors/vendors

The City of Detroit is pleased to continue to provide a medical plan option to our Administrative Special Services Employees for the 2020 plan year. This plan is provided by Blue Care Network of Michigan and utilizes their PCP Focus Network. This plan provides you with the opportunity to receive an enhanced level of benefits and pay less out of your paycheck for your medical plan. There are two important requirements that you should consider and understand if you should decide to enroll in this plan. You will have to choose a primary care physician that serves within the PCP Focus network. This primary care physician coordinates your care. The network includes over 22,000 Primary Care Physicians. There are also Wellness Requirements that you (the subscriber) must meet in order to remain in the enhanced level of benefit.

Administrative Special Services Staff (Exempt) are eligible for the following benefits:

  • CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) day per month, not to exceed (12) days per year.

  • VACATION – Granted (1) day per pay period, not to exceed 20 days per fiscal year

  • PAID HOLIDAYS – Granted if paid for 600 straight time hours in the (12) months prior to the holiday

  • MILEAGE REIMBURSEMENT - Granted on same basis as regular employees.

  • WORKERS COMPENSATION – Covered by applicable laws.

  • UNEMPLOYMENT COMPENSATION - Covered by applicable laws.

  • HOSPITALIZATION – You are eligible to purchase healthcare benefits for yourself and your dependents under a group rate. You will be responsible for the full premium, no employer contribution will be applied. Please review the Health Care Plan Options Booklet for more detailed information.

  • This position is not eligible for the City Pension Plan, dental, vision, optical, death, life, disability, funeral, reserve sick or jury duty.

Administrative Special Services Staff (Non-Exempt) are eligible for the following benefits:

  • CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) Day per month, not to exceed (12) days per year.

  • VACATION – Granted on the following basis:
