The Office of the Chief Financial Officer - Treasury division is accepting applications for an Associate Deputy Director of Strategic Finance & Analytics position.

Position Summary

The Associate Deputy Director of Strategic Finance & Analytics, Treasury is primarily responsible for ensuring the successful execution of strategic, financial, and/or operational initiatives in the Treasury Department. This individual oversees the Debt Management Branch and is the lead for all of the City’s debt transactions and supports the financial analysis of other capital projects. The Associate Deputy Director also leads a team that conducts advanced analysis and provides recommendations based on the analysis conducted. This role also engages with other division leaders and staff.

Examples of Duties

  • Oversee financing strategies, financial models, rating agencies, investor relations, debt issuances, project finance and certain OCFO administration needs such as presentations or responses to City Council

  • Work closely with financing team – investment banks, counsel, financial advisors and other City offices – to ensure successful and orderly issuance of debt whether to the public or private placement, based on capital funding requirements and agency objectives;

  • Participate in the selection of underwriters, counsel and financial advisors through the RFP process;

  • Manage all aspects of bond compliance with IRS arbitrage rebate reporting, in coordination with bond counsel;

  • Lead the Revenue Estimation and Analysis team in forecasting and tracking city revenues, economic forecasting and scenario analysis, industry analysis and competitive intelligence, and managing execution of February and September revenue conferences

  • Lead data analytics and technology initiatives across Treasury in collaboration with other City departments as necessary, including data modelling and visualization, advanced analytics (using data science techniques), data governance and quality assurance

  • Collaborate with Budget’s Economic Forecasting team to analyze economic/financial impact of key projects and assess financing opportunities/challenges based on anticipated economic trends

  • Work with Public Information Officer on media requests involving financings, ratings, investor relations and strategic projects

  • Ensure successful execution of processes by identifying needs and delivering tailored coaching and targeted support for the process owners.

  • Identify issues, risks, and opportunities for improvement, and propose strategy adjustments to improve coordination, communication, and mitigate or avoid future risks.

  • Build cross-functional relationships to successfully coordinate and oversee the completion of assigned projects.

  • Lead coordination on all elements of implementation of new initiatives, by serving as a bridge between divisions and departments, working with external vendors, engaging stakeholders, leading efforts in public education, working with the law department on addressing potential issues and key considerations, and routinely briefing leadership and staff on progress.

  • Coordinate and support project teams across the hiring department and advise staff with continuous improvement of timelines, milestones, metrics, and delivery strategies.

  • Mentor and assist in the professional development of junior staff; Optimize contracts and manage vendor relationships.

  • Assist in resolution of policy and legal questions or issues pertaining to operations and administration.

Minimum Qualifications

Education:

  • Bachelor’s degree from an accredited college or university with major course work in public administration, business administration, public policy or a closely related field.

    Experience:

  • Minimum of five (5) years of progressively responsible public sector experience managing processes that are complex and involve multiple stakeholders.

RETIREMENT BENEFITS

City Employees Retirement System

As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:

• Completion of thirty (30) years of service;

  • At age sixty (60) if you have at least ten (10) years of service, or

  • At age sixty-five (65) with eight (8) years of service.

• In the event of disability, other eligibility rules apply);

  • An early, actuarially reduced, retirement is offered after you have attained at least twenty-five (25) years of service;
