NASCO System Engineer II (3 Openings) in Des Moines, Iowa
Overview
Under general supervision, the System Engineer II is responsible for the analysis, construction, testing and implementation of changing business needs (requirements) and assisting with the resolution of business problems. Accountable for delivery of moderate to complex technical solutions in support of NASCO wide (or Plan Enterprise) implementation of product capabilities related to data management and membership or billing processing subsystems. This role aids Plan analytical staff in research, development of business requirements and test plans, system documentation, and implementation of system enhancements and fixes in the delivery of practical systems solutions. The Systems Engineer II provides support for the MembersEdge enrollment and/or billing applications system and assists in defining the development standards, programming, troubleshooting and management of problems affecting IT software to help sustain the highest system reliability, maintainability, and performance possible. Communicates with Manager, and Customer regarding status of assigned projects and customer requests and may also assume a technical leadership role for selected projects.
Responsibilities
Works with Plan customers to interpret and clarify business requirements and test plans, and implements system enhancements and fixes to maximize MembersEdge Enrollment and/or Billing utilization and performance
Researches and resolves production issues to maintain enrollment and billing cycles as scheduled
Explores system capabilities to support specific business needs
Performs Estimates and Designs on product roadmap backlog
Participates in quality assurance and code reviews
Serves as a team lead on application development projects, as needed and assigned
Provides peer reviews and walkthroughs of system enhancements
Codes changes in accordance with the technical design documentation and coding standards
Promotes code into appropriate systems while validating and monitoring the output to ensure the code works per requirements
Applies sound judgment, discretion and analysis in coordinating and developing systems solutions for business problems to meet expanding or changing business requirements
Determines soundness of system solutions and presents proposals for system enhancements, improvement and/or replacement of existing systems
Ensures alignment of system solutions in accordance with Architectural Standards
Creates and maintains technical design documentation for quality control purposes. Also provides input to changes needed to User Guides and Technical documentation
Performs other duties as assigned by manager or team lead
Qualifications
Required Experience:
Minimum of 4 years analyzing requirements and coding computer applications
Minimum of 4 years analyzing and coding healthcare insurance computer applications
Minimum of 4 years of programming experience in CAGen, GuardIen, COBOL, Report Composer, or any other tool needed to support MembersEdge development
Minimum 4 years of customer facing experience
Minimum 4 years of experience working independently with minimal supervision
Minimum 4 years of proven experience working with customers and end users
Minimum 4 years working experience in Health Care industry
1 year Proven experience displaying knowledge and capabilities in use of mainframe applications programming and file utilities
Required Training, Certification and Education:
- Bachelor’s degree with a computer science, engineering, business or mechanical engineering major or related field or equivalent experience
Required Knowledge, Skills, Abilities:
Demonstrates understanding in multiple functional areas, and the information technology associated with those areas
Knowledge of NASCO software development standards, coding standards and best practices
Intermediate knowledge of business software applications (Word, Excel, PowerPoint)
Very strong conceptual, analytical, and problem-solving skills
Excellent time management skills in supporting a variety of projects in addition to an understanding of the ways in which information technology can be applied within the enterprise
Proficient in all phases of system development life cycles and knowledgeable of disciplined project management methodologies
Strong interpersonal skills, including teamwork, facilitation, negotiation and leadership skills
Ability to communicate effectively when dealing with internal and external customers both in writing and verbally
Demonstrates flexibility to deal with people at a variety of levels, internally and externally
Ability to provide guidance to customers on moderate to complex system enhancements
Ability to provide high level estimates and designs for system enhancements
Ability to maintain awareness of state-of-the-art development tools, programming techniques, and problem-solving techniques
Ability to assess and determine impacts of changes to the system
Experience in all phases of system development life cycles
Proven experience serving as a Technical Leader on Projects
Preferred Knowledge, Skills, Abilities:
Working knowledge of MembersEdge or MetaVance system applications
Working knowledge of MembersEdge Enrollment and/or Billing subsystems
