The Iowa Office of Civil Rights (IORC) is seeking a dynamic and dedicated individual to join our team as aPublic Service Manager 2to lead and manage the Housing Team. If you have a law degree and are ready to enforce civil rights in the State of Iowa while managing a dedicated team of attorneys and professionals, we want to hear from you!

Position Overview:

As a Public Service Manager 2, you will be a key player in the enforcement of the Iowa Civil Rights Act rights within the state of Iowa. This role is a unique blend of legal acumen and team leadership. You will lead and inspire a dedicated team of attorneys and professionals while overseeing the housing investigative process, ensuring not only legal compliance but also the efficient and effective resolution of cases. Your legal expertise will be invaluable in providing supportable reports and recommendations, as well as contributing to the decision-making process in collaboration with administrative law judges.

Key Responsibilities:

  • Management: Directly manage the daily duties of the Housing team, which includes attorneys, interviewers, and civil rights specialists.

  • Investigations: Oversee the housing investigative process, ensuring timely case processing and production to meet federal contract requirements.

  • Legal Expertise: Review and update work input in federal and state electronic case management systems, and submit recommendations for administrative law judge review.

  • Supervision: Manage intake, mediation efforts, and training of housing civil rights specialists, interviewers, and attorneys to ensure compliance with state and federal law.

  • Team Leadership: Conduct regular team meetings to cohesively, address issues, and implement necessary changes.

  • General Management: Collaborate with the management team to identify and resolve issues, provide input, and make recommendations to the director. Administer education and outreach programs.

  • Additional Duties: Coordinate with the director to review IOCR administrative rules, oversee volunteers, review materials for accuracy, act as the IOCR contact for public inquiries, and conduct in-person education and outreach for the housing area.

    Preferred Qualifications:

  • Possesses a license to practice law.

  • Thorough understanding of state and federal laws related to civil rights, with a focus on fair housing.

  • Previous experience in legal and case management.

  • Exceptional leadership and organizational skills.

  • Excellent communication and interpersonal abilities.

Selectives

354 Law Degree:

Possession of a law degree from an accredited institution.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

2) Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

3) All of the following (a and b):

a. Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

4) All of the following (a, b, and c):

a. Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and

c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

5) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
