Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.
The Iowa Department of Revenue is seeking aPublic Service Executiveto serve as the Local Government Division Administrator.
The Local Government Services Division oversees the administration of property tax laws, assessors, and boards of review with a focus on ensuring that all property assessments adhere to Iowa laws in a manner that is fair, consistent, and compliant.
This Administrator will oversee all department operations within the local government division in close conjunction with the director as set forth in the various sections of the Iowa Code and Administrative Rules pertaining to property tax appraisal, assessment and taxation.
This position will provide leadership and oversight for the staff that performs the equalization process, as well as oversee the work pertaining to property declarations of value, sales listing reports and studies, ag land adjustment, abstracts, and other related programs or reports.
They will also provide administrative leadership and oversight for the staff that performs appraisal and agency programs using valuation methodologies for entities having real property within and outside of the state of Iowa, and centrally assessed properties. Finally, the Division Administrator will be responsible for providing oversight for timely and accurate distributions of applicable taxes to local governments.
Additional responsibilities you will be responsible for include:
Serve as a resource for key officials at the local and state level for property tax matters.
Oversee the training, education, and technical instruction for local assessors and related staff.
Serve as part of the senior management leadership team to help develop department mission, vision, and values.
Develop key performance indicators (KPIs) for the division, and evaluate effectiveness of operations.
Represent the division in leadership meetings and articulate matters of priority.
Serve on leadership committees and work groups.
Develop and maintain working relationships with a wide range of external stakeholders to seek input, gain support, and ensure compliance with applicable department laws, rules, and requirements.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and experience equal to seven years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
2) Eleven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
3) All of the following (a and b):
a. Seven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):
a. Five years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Manager 1, Public Service Manager 2, or comparable specific management-level position.
