Budget Finance Coordinator

Job Description

Purpose: The Budget Finance Coordinator ensures that the budget is

prepared in a timely manner, that cash basis laws are adhered to

and that expenditures follow local, state and federal guidelines.

The Budget Finance Coordinator provides periodic and regular

reports to the Business Finance Manager, Superintendent and

Board of Education.

Responsible to: Business Finance Manager

Salary: District Clerical Hourly Rate Schedule, Level 5

Classification of Employment: Non-Exempt

Date: July 2019

Qualifications:

1. High school diploma or equivalent required.

2. Degree in finance or accounting, or equivalent number of years of experience

related to accounting and/or finance required; three additional years experience in

accounting preferred.

3. Proficiency in typing, keyboarding, and ten key touch.

4. Proficiency in using computer applications and finance, budget software).

5. Experience with budget analysis procedures with double entry bookkeeping and

public school accounting, preferred.

Essential Functions:

1. Knowledge, Skill and Abilities

a. Prepare the annual budget (revenue and expenditures) for the school

district.

b. Supervise and evaluate the Accounting Assistant.

c. Strong analytical and problem solving skills.

d. Gives the highest priority to achieving accuracy and deadlines

e. Assist building principals, secretaries and other employees with interpreting

and applying their individual building budgets.

f. Ensure all accounts are coded properly and conform to local, state and

federal guidelines.

g. Ability to communicate exceptionally with customers, outside vendors,

company personnel, as well as, the school district and community.

Exceptional communication skills will assist in motivating, influencing, and

advising others on matters of significance.

h. Excels in providing training to individuals and groups.

i. Assist the Business Finance Manager with the analysis of various funds,

revenues and expenditures.

j. Support the value of an education.

k. Support the philosophy and mission of Derby Public Schools.

l. Continue professional development to stay current with fund accounting

procedures and new technology.

m. Comply with all district policies, rules and regulations.

2. Physical Requirements/Environment Conditions:

a. Requires the ability to sit and/or stand for prolonged periods.

b. Requires the ability to manually move, lift, carry, pull or push heavy objects

or materials up to 25 pounds.

c. Occasionally requires the ability to stoop, bend and reach.

d. Must be able to work in stressful and hectic environment.

e. Requires the ability to handle multiple tasks with frequent interruptions.

f. Requires the ability to work under pressure and meet deadlines.

g. Ability to work independently with little or no supervision.

h. Requires regular attendance and/or physical presence at the job.

General Responsibilities:

1. Develop budget guideline, coordinate preparation of the budget and assist

administrators in review of the budget.

2. Prepare analyses of budget requests.

3. Arrange for preparation, publication and distribution of budgets as approved by the

superintendent and the board.

4. Coordinate and prepare additional analyses required to understand the budget

proposal for action by the board.

5. Assist in the execution of the enacted budget.

6. Work with principals and secretaries to help them understand their budgets better

and make them aware of the local and state guidelines they must follow.

7. Monitor grant post-award internal controls, and recommend any needed changes.

8. Monitor federal cash on hand and draw down funds.

9. Monitor federal grant expenditures for compliance with both grant-specific

requirements and uniform allowable cost principals.

10. Assist grant applicants with the budgets of grant applications prior to submission;

assist with post award budget revisions, reports, and extensions.

11. Responsible for maintaining chart of accounts.

12. Assist Human Resources with the salary matrix and accounts on employee

assignments which allows for the salary negotiation import for the budget of

salaries.

13. Complete reports required for internal and external compliance, including but not

limited to, information for the Kansas State Department of Education and the

federal government.
