This position will have hybrid options available and is housed in the Denver Metro DVR (2211 W Evans Ave., Denver CO, 80223) office. It will be required to report into the office one (1) day per week and at discretion of the supervisor and based on business need.

Description of Job:

The Division of Vocational Rehabilitation (DVR) helps individuals with disabilities prepare for and secure employment. We help them take their rightful place in the workforce and in the community. The Blind and Low Vision Services unit exists to provide focused rehabilitative services to persons we serve with blindness and visual impairments. The mission of the unit is to prepare persons we serve to obtain competitive employment and live independently consistent with their interests, skills and abilities that enables them to succeed at work and live independently. The Rehabilitation Technician IV is housed within the Counseling Unit of BLVS and will support five Rehabilitation Counselors and an Administrative Assistant.

This position exists to assist persons with disabilities to reach their goals of working and living in the community. The Rehabilitation Technician provides direct services including, initial intake and orientation to rehabilitation services, career exploration, assessment of abilities and interests, implementation of Individualized Plan for Employment (IPE)s, and follow-up services to persons we serve. This position may support the offices in the district and/or region when there are staff vacancies, leave, or coverage issues to ensure the flow of efficient and customer service oriented services for people we serve.

The duties for the position are as follows:

Initial and Continuous Engagement

  • Assist in completing initial paperwork, gather initial information from applicants.

  • Complete initial engagement paperwork and DVR application, which could include potentially eligible youth.

  • Complete and process consent to release information forms. Arrange/schedule appointments for medical, psychological and other evaluation appointments.

  • Obtain records and medical reports necessary for eligibility determination.

  • Communicate with medical and psychological providers to clarify information in medical and school records. Verify SSI/SSDI status.

  • Summarize and present case documentation to counselors to prepare them for the eligibility decision.

  • Determines continuous engagement activities and frequency of contact influencing the person we serve’s path towards competitive integrated employment.

  • Activities include connecting with Workforce Centers, initiating inventories and assessments and referring to applicable providers.

  • Obtain and maintain knowledge about services provided by other human services agencies to support coordination of services.

  • Position will arrange for interpreter services and provide materials in the appropriate format for the needs of the persons we serve.

  • Facilitates the process from referral to application, which can include accepting referrals, coordinating with community partners, and/or scheduling applicants for initial engagement appointments.

  • Coordinates with the District Supervisor and/or District Leadership regarding factors that impact the initial engagement process, which can include referral volume, community partner dynamics and/or needs, scheduling needs, and/or other relevant factors that impact the initial engagement process.

Assessment of Drafting of Eligibility

  • Collect and review medical records to identify specific impairments for the person we serve.

  • Recommend order of selection for applicants based on impairments documented, impediments to employment and disability priority.

  • Follow up on all recommendations made by physicians, converts and translates data gathered into functional limitations and determines if there is a resultant vocational barrier.

  • Recommend applicants as potentially eligible youth, eligible or ineligible and follows due process ensuring the rights of persons we serve.

  • Assist counselors and persons we serve in gathering vocational information and investigate current labor market information and trends.

  • Administer vocational assessments to determine interests and abilities.

  • Explore vocational and training options with persons we serve to support informed choice. Request relevant reports from service providers necessary for the determination of eligibility and vocational goal development.

  • Write case notes to document discussions and/or activities with the person we serve related to the determination of eligibility and relevant vocational goal development.

Case Management and Counselor Support

  • Function cooperatively with rehabilitation counselors and district supervisor(s) to provide support by composing, developing and editing various documents to include correspondence, authorizations, and accounting forms, applying prior business knowledge and expertise to ensure quality output.

  • Input and maintain accurate data within CO-AWARE. Re-engage persons who are not actively involved in their plans and identify barriers to services and employment.

  • Monitor a person’s progress once employed to achieve successful closures through follow-up phone calls.

  • Maintain case progress when the counselor is unavailable.

  • Provide case management support related to DVR’s Common Performance Measures, which may include: Measurable Skill Gains, Credential Attainment, Co-Enrollment and Actual Services.

  • Partners with DVR staff in collaborating with community partners and referral sources.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Experience Only:Four (4) years of experience in an occupational field related to the work assigned to the position to include: Intake assessments, collecting and filling medical records, drafting and analyzing eligibility for services and programs, or case management.

OR

Education and Experience: A combination of related education in a Human Services field and/or relevant experience (as stated above) in an occupation related to the work assigned equal to four (4) years.

  • Knowledge of and ability to utilize practices, tools, and techniques for communicating effectively with staff and persons we serve.

  • Experience providing services to individuals with disabilities

Preferred Qualifications:

  • Experience providing services to individuals who are blind or visually impaired

  • Cultural Competence: Capacity to work effectively with individuals from various cultural and socioeconomic backgrounds.

  • Experience using case management software.

  • Professional experience working for a state vocational rehabilitation agency

  • Performing duties similar to those assigned to the position as a classified State of Colorado employee
