Description of Job

The Office of Housing Finance and Sustainability (OHFS), under theDivision of Housing (https://doh.colorado.gov/) (DOH), provides safe, decent and affordable housing to low and moderate income residents of Colorado by working with public and private housing developers, housing organizations and local governments to develop, rehabilitate, and provide down payment and rental assistance to new and/or existing housing.

The Housing Asset Work Lead provides oversight of long-term compliance monitoring to carry out the Colorado Division of Housing mission by analyzing, negotiating, advising, training, monitoring and managing a portfolio of projects receiving financial assistance from a variety of federal and state funding resources which include: Community Development Block Grant, Community Development Block Grant – Disaster Recovery, Investment Partnerships Program (HOME), National Housing Trust Fund (NHTF), state Housing Development Grant, Housing Development Loan Fund, and Colorado Housing Investment Fund.

The primary duties and responsibilities of this position include, but are not limited to:

  • Lead compliance team members in compliance monitoring. Assign tasks, monitor work and schedule, approve leave and provide input into supervisory decisions such as performance.

  • Develop and plan on-site monitoring reviews to detect agency violations and failures in state federal contract compliance by sampling contractor documents and the as-built project. Evaluate contractor performance with regard to goals established in the legal documents.

  • Analyze and test contractor financial control and management systems to determine internal control and compliance with the Department of Housing and Urban Development (HUD), single audit OMB requirements.

  • Write monitoring compliance letters; review contractor monitoring reply to ensure state and federal compliance with required federal and state regulations.

  • Review the contract file following Housing Development Specialist handoff, and ensure that the contract file is complete, accurate, and all submissions required prior to contract meet DOH and HUD standards.

  • Follow up with Housing Development Specialist and/or grantee/borrower when documents are missing or of insufficient quality. Review the contract which includes award amount, funding sources, applicable federal and state statutes/regulations, and other performance requirements; and the loan documents when state and federal dollars are loaned.

  • Ensure compliance with all contractual requirements throughout the term of the contract. Ensure documents are recorded properly and initiate action to replace erroneous or incomplete documents when necessary.

  • Generate option letters and initiate contract amendments to complete any needed revisions.

  • Review state contractor quarterly performance, financial, project narrative, and vacancy and rent roll reports to determine status of each project and program in order to complete the above reports.

  • Release DOH funds based on the review of the project quarterly performance reports, requests for reimbursements and reconciliation of contractor costs.

  • Advise, guide, train, evaluate, interpret, and provide technical assistance to state contractors (non-profits and local governments) in using state and federal funding resources, data collection, housing needs assessments, and general operation of affordable housing programs.

  • Provide technical assistance to grantee/borrower to ensure required documents meet standards (e.g. the Affirmative Fair Housing Marketing Plan must use demographic data to identify the population least likely to apply and describe strategies to conduct outreach to these populations).

  • Other duties as assigned which include writing policies and procedures to address the information needs of state contractors, landlords, community officials, program beneficiaries, and DOH staff as well as conducting statewide training on federal and state regulatory compliance.

MINIMUM QUALIFICATIONS

Experience Only:

Seven (7) years experience working in/with federal housing assistance programs; federal, state, or local grant management and/or reporting; real estate, mortgage banking, or lending specific to affordable housing (affordable housing requirements must be the primary focus of the job); and/or consulting regarding low-income housing assistance or development.

OR

Education and Experience: A combination of related education in business management, public administration, housing, real estate, finance, sociology or a closely related field (as determined by the agency) AND experience as described above equal to seven (7) years.
