Work Unit Information:

The Division of Disease Control and Public Health Response exists to ensure that the Department has the ability to effectively monitor, detect, diagnose, prepare for, and nimbly respond to, all types of conditions and events that impact the public’s health.

What you will be doing:

This position serves as the Evidential Breath Alcohol Testing (EBAT) Program Supervisor. This includes direct supervision of 4.0 FTE. The position serves as the EBAT Laboratory Director for ANAB accreditation purposes and provides technical management for the approval of breath alcohol testing instrumentation, methodology, and establishment of policies and procedures that are consistent with industry best practices and with federal and/or state statute and/or rule. The position develops both short and long term goals and objectives for the program, evaluates and prioritizes projects, and allocates personnel and financial resources within budgetary limits.

This position provides policy and regulatory recommendations, regulatory and technical guidance and provides testimony as a subject matter expert in legal and administrative cases. The position is recognized by professional peers as the official Colorado point of contact for the EBAT program.

Evidential Breath Alcohol Testing (EBAT) Program Management

The position is responsible and accountable for the administration of the state’s Evidential Breath Alcohol (EBAT) program as the EBAT Laboratory Director for the purposes of ANAB accreditation.

  • Develops financial budgets factoring in short and long-term programmatic needs. The position provides technical management through establishment of program policies and procedures used by program staff, as well as by establishing performance criteria and quality assurance thresholds for the protocols and procedures employed by the program.

  • Authorizes program staff to perform maintenance, repair, calibration, validation, and certification of breath alcohol testing instrumentation used statewide by law enforcement for DUI testing.

  • Evaluates new breath alcohol testing instrumentation, develops financial and strategic objectives to replace capital equipment, and approves contractual agreements between the department and manufacturers of such equipment.

  • Reviews inspections of activities at law enforcement facilities performed by program personnel. Complaints are investigated by the position to determine substantiation and decisions are made, in coordination with leadership, as to what, if any, penalties, changes to certification status, or other sanction activities may be necessary or applicable.

  • Responsible for the customer service protocols and quality measures used by the program.

  • Recognized as the department’s EBAT authority and provides regulatory guidance, policy recommendations, and technical assistance to laboratory leadership, law enforcement, the legal community, and to other state and federal agencies. The position is accountable to, and responsible for, the administration of Colorado Board of Health Rules (5 CCR 1005-2) in addition to the facilitation of amendment and ratification of those rules.

  • The position functions as the state's expert and provides legal testimony in all aspects of the breath alcohol testing program when necessary.

Supervision

  • Plan, prioritize, and assign workload, and analyze and monitor workflow and progress to ensure the quality and quantity of work meets standards, deadlines for deliverables, and program goals and objectives.

  • Establish work schedules, review and approve worktime and absences using the automated system. Identify training and developmental needs, and provide training to develop skills.

  • Provide feedback and coaching; write, review, and sign performance plans; evaluate and sign performance evaluations.

  • Resolve employee performance problems and issues, disputes, and informal (Step 1) grievances; recommends corrective actions and discipline to management as needed.

  • Write and review position descriptions, recommend promotions or demotions, changes in pay, and sign personnel action forms.

  • Initiate the hiring process, provide subject matter expertise to OHR during the comparative analysis process, interview applicants, and hire employees after consultation with the second-level appointing authority.

Program Quality Assurance

  • Establish, follow and monitor on an ongoing basis, EBAT laboratory quality assurance and system improvement processes.

  • Ensure policies and procedures are consistent and compliant with all Federal, state and ANAB ISO/IEC- 17025 accreditation standards and recognized good testing practices.

  • Guide EBAT personnel in process improvement projects and identify mechanisms to improve efficiencies within the program.

  • Perform technical and administrative reviews of instrument calibration data, facility inspections, adjustment and certification documentation from the EBAT Specialists to ensure accuracy and compliance with applicable policies, procedures, and rule and accreditation standards.

  • Establish, review, update and keep current written policies and procedures used by the EBAT program personnel.

  • Provide ongoing guidance and recommendations to Department's management in the administration of the state’s breath alcohol testing program.

Instrumentation

  • Performs instrument adjustments, calibrations, calibration verification and certification activities on the lntoxilyzer 9000 and associated equipment following approved procedures and program policies.

  • Evaluate edits to existing policies and procedures that improve technical methods or increase program efficiencies, including those for the shipping and receiving of instrumentation from the field.

EBAT Program Instructor/Operator Training and Certification

  • Oversee all aspects of the EBAT program’s law enforcement certification training and assign duties to EBAT staff.

  • Review certification training material and make updates as needed to ensure content is current and meets 508 compliance consistent with department policies.

  • Ensure training is conducted following the Program's training protocols.

  • Ensure annual refresher course training material is developed and made available.

MINIMUM QUALIFICATIONS:

Option 1

Graduation from an accredited college or university with a bachelor’s degree** in a chemical, physical, or biological science or forensic science

AND

Five (5) year of professional experience* in evidential breath alcohol testing, forensic toxicology, and laboratory/calibration laboratory experience, or closely related fields;

OR

Option 2

A master’s degree** in a chemical, physical, or biological science or forensic science ;

AND

Three (3) year of professional experience* in evidential breath alcohol testing, forensic toxicology, and laboratory/calibration laboratory experience, or closely related fields; ;

*This experience must be substantiated within the Work Experience section of your application. "See Resume" will not be accepted. In addition, part-time work will be prorated.

Preferred Qualifications and Essential Competencies

The preferred experience, competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:

  • Relevant years of State service

  • Evidential Breath Alcohol Testing: Demonstrated expertise in evidential breath alcohol testing, including experience with troubleshooting instrumentation, developing validation plans, and creating standard operating procedures (SOPs).

  • Program Management: Demonstrated experience in supervision, budget management, and strategic planning.

  • Regulatory Knowledge: Familiarity with relevant regulatory requirements and compliance standards in the context of forensic and calibration laboratories, particularly as they pertain to public health and safety.

  • Technical Skills: Proficiency in handling and manipulating hazardous chemicals, as well as operating, calibrating, and maintaining analytical equipment.
