The mission of the Colorado Energy & Carbon Management Commission (ECMC) is to regulate the development and production of oil and gas, deep geothermal resources, the capture and sequestration of carbon, and the underground storage of natural gas in a manner that protects public health, safety, welfare, the environment and wildlife resources.
ECMC’s Strategic Development Unit is responsible for:
Managing the strategic development of ECMC, including development of strategic plans, projects, and programs including leadership and workforce development
Developing and overseeing ECMC internal strategic communications
Identifying the need for additional positions
Identifying the need for and developing shared services, such as information accessibility, document protocols and repository, training, organizational and professional development
Personnel performance and development
Leading organizational change management (OCM) efforts
Developing leadership and organizational resilience and succession planning

The Organizational Development position is responsible for building a culture of inclusive programs in support of ECMC’s mission, vision and values. This work unit supports division professional and organizational development, career development, internal training, and associated policy recommendations for all ECMC employees. This position serves as the Organizational Development Specialist for all of ECMC and, as such, is responsible for the following duties:
Assessing, planning, developing, implementing, and evaluating executive leadership, front line leadership, staff professional development training, and other organizational development programs for ECMC employees
Attaining Development Dimensions International (DDI) Training certification and facilitating DDI programs to ECMC executives, managers, and supervisors
Administering and facilitating ECMC leadership development plans and programs
Developing and facilitating organizational change management strategies to foster a culture that thrives on change
Conducting assessments of ECMC’s processes, structures, and culture as they relate to organizational development
Analyzing data and making programmatic recommendations regarding organizational development
Collaborating with all ECMC departments
Facilitating team-building activities for all ECMC staff
Introducing new technology systems related to organizational development
Creating and updating organizational charts, graphs, and other metrics
Coaching executives and other leaders on a variety of topics
Assess, Design, Develop, Implement, Administer, and Evaluate Leadership Training, Strategic Training, and Other Organizational Development Programs for ECMC Director, Deputy Directors, Managers, and Supervisors :
This position will:
Conduct organizational assessments to identify areas where the organization could improve its performance, culture, or structure
Utilize the ADDIE model to assess, design, develop, implement, and evaluate ECMC leadership and training programs virtually and in person to enhance management skills and knowledge
Facilitate and deliver Developmental Dimensions International (DDI) training programs virtually and in person
Facilitate organizational change management efforts, including communications and training
Provide leadership and teamwork coaching
Support individual development planning for executives and emerging leaders
Offer comprehensive consultation services to leadership around policies, procedures, conflict resolution, problem-solving, and compliance
Provide performance review process coaching
Assess and collaborate with management to address interpersonal and work-related issues, and consult with supervisors and managers to identify suitable mediation approaches, such as coaching, skills training, or intervention
Collect and evaluate input from all organizational levels regarding noteworthy accomplishments, areas for advancement, highlights, and concerns
Ensure Organizational Development Programs and Policies are Customized to Fulfill Organizational Development Needs and Achieve Program and ECMC Strategic Objectives:
Consult with management on performance, organizational and leadership matters as related to organizational development
Evaluate all organizational development programs for effectiveness and alignment with organizational and strategic objectives and goals
Collaborate with all ECMC units to ensure that the organization is aligned with its mission and goals
Analyze data and create reports and presentations to identify trends and opportunities for improvement
Assess the development needs of all operational, business, and functional units, as well as evaluating and overseeing the implementation of organizational development strategies and processes
Promoting a culture of continuous improvement within the organization and helping it adapt to changes in the market and industry
Recommending and implementing policies and procedures based on a thorough knowledge of SOC and DNR employment, HR, benefits and other applicable policies and laws
ECMC Website Intranet and Organizational Development Communications Development :
Work with ECMC Community Relations and strategic development units to create organizational development communications
Work with the Strategic Development Manager to align organizational development goals and information on the ECMC intranet with the goal of connecting staff in meaningful ways
Collaborate with ECMC Units to keep intranet pages up-to-date highlighting organizational development goals and important project work
Professional Development and Work Based Learning Coordinator:
This position builds, coordinates and oversees ECMC professional development programs with the goal of facilitating ECMC staff gaining new skills through continuing education and career training after entering the workforce
Manages all facets of learning and professional development which includes selecting vendors, designing, implementing, and potentially training custom courses to fit the needs of the agency (i.e., empathy training)
Identifies statewide opportunities for professional development to ensure staff effectiveness and operational goal achievements
Serves as the point person for training requests from management or staff related to professional development
Serves as liaison between DNR and ECMC and participates in meetings related to work-based learning
Coordinate ECMC’s internship, potential apprenticeship programs and any other work-based learning programs
Develops agency talent through partnerships with supervisors to enable career development
Provides coaching and feedback to staff and supervisors related to ECMC’s Strategic plan with a key focus on attracting and retaining dedicated personnel
Makes recommendations to the ECMC Leadership Team on program metrics to assess success and alignment with ECMC’s Strategic Plan and priorities for workforce development

Experience Only:
Seven (7) years of experience in change management, organizational development, project management, leadership training and development, organizational change management, strategic development, professional development, training program management, or other closely related area.
OR
Education and Experience:
A combination of Bachelor's degree from an accredited institution in organizational development, curriculum and instruction, education, leadership, strategic development, business administration and/or relevant experience in change management, organizational development, project management, leadership training and development, organizational change management, strategic development, professional development, training program management, or other closely related area equal to seven (7) years.
