Hybrid. Predominantly telework with a minimum of one in-person meeting a month. This is subject to change due to the BHA’s needs.

About this Unit:

The Behavioral Health Administration (BHA) is a permanent entity responsible for leading and promoting the state’s behavioral health priorities, including efforts across agencies, creating shared goals, improving collaboration, and driving accountability and transparency. BHA provides oversight and coordinates service standards across the hundreds of behavioral health programs that currently exist under multiple state agencies and the Judicial Branch. BHA works to ensure the recommendations that resulted from the work of the Behavioral Health Task Force (BHTF) and multiple ancillary projects evolving out of the work of the BHTF are honored and implemented, to ensure and meet our vision of having a comprehensive, equitable, effective continuum of behavioral health services that meets the needs of all Coloradans. BHA is responsible for policy development, service provision and coordination, program monitoring and evaluation, and administrative oversight of the public behavioral health system. BHA funds, supports, and monitors numerous mental health and substance abuse community programs and providers, and reviews and designates the State’s 27-65 providers, and licenses substance use disorder service providers. BHA executes the State’s federal responsibilities as the State Mental Health Authority and the State Substance Abuse Authority to administer federal mental health and substance abuse block grant funds.

The Division of BHA Engagement provides a range of leadership, management, and supervisory functions related to the delivery of public Behavioral Health services throughout the State of Colorado. The Division currently includes the Workforce Development Unit.

About this Position:

The Division Director supervises the managers for two units that represent the full continuum of care for all children in Colorado. This includes programming in the areas of prevention, screening, assessment, care coordination, clinical services, and recovery. This position is responsible for ensuring the Division is cohesive and functioning consistently internally to achieve BHA’s goals.

The Division Director is expected to manage and lead state staff in successfully executing the state’s role as a supervisory agency. The Division Direction must provide coaching and mentorship to the direct reports in their respective area of responsibility and expertise.

The Division Director, when requested, assists the Executive Core team in the coordination with community groups, advocates, the press, and county departments and commissioners. The Division Director assists in the development of the allocations model for presentation to the BHA Commissioner. The Division Director may be asked to substitute for the Deputy Commissioner to represent BHA at the State and national level at forums for BHA Engagements.

The Division Director is expected to assist senior leadership to provide leadership for the state in Behavioral Health related issues.

Supervision:

  • Supervise managers of the Division of Engagement and provide leadership to implement the priorities of the units within the Division. Assures clinical programing is within best practice and consistent with statewide practice. Assures the Division is meeting its requirements to provide technical assistance and oversight to the statutory requirements for BHA and engaging the community of these statutory requirements.

  • Meets regularly with the unit managers to receive feedback and direction to ensure that the team is meeting timelines and to oversee and assess progress on goals, projects, and priorities.

  • Disseminate information and direction that is received from the Executive Core team to units within the Division, which is subsequently shared with Division staff.

  • Approves identified training needs for the Division as well as established priorities and budget for staff training.

  • Responsible for ensuring the Division projects and activities are cohesive and functioning consistently internally.

  • Responsible for developing strong relationships with staff across BHA and with external partners.

  • Serves on committees as requested and provides leadership with outside agencies, such as the Department of Education, Department of Health Care Policy and Finance, Department of Public Health and Environment, community partners, treatment providers, and the county directors in the areas of addressing behavioral health and engagement services initiatives, and in the interests of coordinating service delivery systems and program implementation.

Strategic Planning:

  • Collaborates with the Deputy Commissioner of Children and Youth Continuum to develop and make strategic decisions for the Division. Meets with the Division Leadership Team to establish performance indicators and measures for the Division and ensure the information is relayed to unit supervisors and staff.

  • Determines and assures alignment with BHA goals.

  • This position assures management is provided with a forum and leadership to the strategic planning process and sets forth work plans, timeframes, objectives, measurements and identifies responsibilities and work plans, as needed, and develops tracking mechanisms to hold the Unit Directors accountable. Assures the objectives are woven into performance plans and evaluations.

  • Works with the Deputy Commissioner, Division collegues, and unit managers to ensure the coordination of the budget and data with the strategic planning document and any legislative audit or federal review requirements that must be planned for and met for the Division.

  • Work with the Commissioner, Deputy Commissioners, and BHA project manager to ensure all WIGs are supported and successful.

  • Support the Deputy Commissioner in following State processes and provide expertise on how state processes inform strategy and operational day-to-day.

  • Partners with Division Directors to determine when there is a need to develop new programs, initiatives, or new procedures.

  • Serves on the Senior Leadership Team for BHA to establish and support the overall alignment of programs and services as well as the infrastructure that supports the work.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Option 1 (Minimum Qualifications)

  • Ten (10) years of diverse experience encompassing clinical experience/direct practice working with underserved populations, and/or behavioral health. Must have experience in both supervision and the children's care continuum. Demonstrated understanding of regulatory rules pertinent to the System of Care for Children and Youth.

  • Two (2) of which must have included experience with public or business

administration, establishing goals and objectives, as well as developing and managing

a budget to achieve program goals and objectives.

OR

Option 2 (Education and Experience)

  • A combination of related education and/or relevant diverse experience equal to ten (10) years encompassing clinical experience/direct practice working with underserved populations, and/or behavioral health. Must have experience in both supervision and the children's care continuum. Demonstrated understanding of regulatory rules pertinent to behavioral health settings.

  • Two (2) of which must have included experience with public or business

administration, establishing goals and objectives, as well as developing and managing

a budget to achieve program goals and objectives.

Preferred Qualifications:

  • Experience working in a system of care for children and youth with behavioral health challenges and their families.

  • Minimum of 1 - 2 years of experience after completion of training in child and adolescent clinical work.

  • Experience providing evidence-based treatment interventions to children and adolescents.

  • Clinical licensure (LAC, LCSW, LMFT, LPC, Licensed Psychologist)

  • Demonstrated experience in leading and managing teams effectively, preferably in a behavioral health or related field.

  • In-depth knowledge and understanding of behavioral health services, including mental health and substance abuse treatment programs.

  • Strong interpersonal skills, including empathy, active listening, and conflict resolution, to foster positive relationships within the team and with external partners.

  • Proven ability to develop and execute strategic plans to address community needs and enhance outreach efforts.

  • Proficiency in collecting, analyzing, and interpreting data to inform decision-making and evaluate program effectiveness.

  • Understanding of relevant laws, regulations, and accreditation standards governing behavioral health services, including HIPAA, Medicaid, and state licensing requirements.

  • Flexibility to adjust strategies, approaches, and priorities in response to feedback, emerging challenges, or opportunities for innovation.

    Conditions of Employment:

  • This position travels throughout Colorado to meet with community members/partners.

  • This position is delegated as a hybrid position. The employees must maintain a home office,

internet, and possibly phone to complete required job duties or report to the office when needed.
