Description of Job

General Statement Of Duties:

Leads the Division of Probation Services (DPS) of the State Court Administrator's Office for the Colorado Judicial Department and assists the State Court Administrator in the operations and strategic direction of the Judicial Department.

Distinguishing Factors:

The Director of Probation Services classification is distinguished from other classifications by ensuring the coordination and standardization of practices of probation and overall leadership of the Division of Probation Services for the Colorado Judicial Department.

Essential Functions:

  • Initiates, designs, develops, and implements contemporary business and management practices for the Colorado Judicial Branch probation departments.

  • Directs various management programs for the Colorado Judicial Branch including: research, evaluation, specialized programs, training, and other special management programs such as probation advisory committee activities, long range planning, and grant programs.

  • Consults and collaborates with various levels of Judicial Branch employees, other state agencies, members of the general assembly and staff, the public, press, attorneys, private vendors, and corporate entities.

  • Prepares reports and responds to draft legislation. Drafts rules and policies; interprets and implements legislation, rules and procedures.

  • Establishes the strategic direction, goals and priorities for the division and assists with the development of strategy, goals and priorities for the Judicial Department.

  • Prepares and oversees budget items within the department to achieve departmental goals. Presents oral and written justifications on budgetary items before the State Court Administrator.

  • Conducts research to remain knowledgeable of industry standards, trends and emerging technologies to support new initiatives, opportunities, and best practices.

  • Participates in the overall operations and management of the Judicial Department and the State Court Administrator’s Office as a member of the State Court Administrator’s Senior Staff.

  • Build and lead management teams within the Division of Probation Services.

  • Consults and collaborates with various levels of Judicial Branch employees, other state agencies, members of the general assembly and staff, the public, press, attorneys, private vendors, and corporate entities to facilitate the strategic direction, goals and objectives of the division and Judicial Department.

  • Responsible for developing and implementing procedures for managing and maintaining all division functions.

  • Establishes expectations and provides employee performance feedback on an on-going and annual basis. Assists subordinates in establishing goals. Evaluates subordinates' goal achievement through conferences or informal meetings. Makes decisions regarding subordinate's employment probationary/trial period.

  • Provides orientation and on-going training, mentoring and coaching to existing subordinates. Makes provisions for subordinates to attend outside training.

  • Assigns duties and responsibilities to division staff; develops and establishes procedures for operating and maintaining required administrative systems.

  • Responsible for recruitment, selection and termination of all division employees.

  • Attends meetings and training as required.

  • Performs other duties as assigned.

The ideal candidate will be a forward-thinking leader, adept at managing diverse probation services and supporting the Judicial Branch’s mission. As a member of the State Court Administrator’s Senior Leadership Team, the Director will set the strategic direction for probation, oversee budgets, develop policies, and collaborate with key partners in the judicial districts and external stakeholders to achieve organizational goals.

Supervisor Responsibilities:

Manages multiple operations or programs. Plans, provides broad direction, establishes standards, and evaluates operations for diverse programs. Has significant latitude in personnel decisions.

Physical Demands:

While performing the duties of this job, the employee is regularly required to sit and talk or hear. The employee must occasionally lift and/or move up to 25 pounds.

Work Environment:

This position is subject to many interruptions and may be required to handle multiple calls and inquiries at once. The noise level in the work environment is usually moderate.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Education:

Graduation from an accredited college or university with a bachelor’s degree in business administration, judicial administration, public administration, criminal justice, social sciences, law or related field. Advanced degree preferred.

Six years of professional, administrative, supervisory, or management experience is required.

Three years of demonstrated executive leadership preferred.
