This position is covered by the Partnership Agreement between the State of Colorado and Colorado Workers for Innovative and New Solutions (COWins).
New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

DESCRIPTION OF JOB:
About the Unit
This position works in the Performance and Asset Management Branch of the Division of Transportation Development at the Colorado Department of Transportation (CDOT). The Performance and Asset Management Branch (PAMB) manages and coordinates CDOT s Performance, Asset Management, Risk and Resilience and Economic Analysis programs. The Branch informs strategic planning and decision-making tools that effectively measure, analyze, forecast, and communicate to staff and transportation stakeholders the performance of CDOT s programs and investment decisions. PAMB produces several reports and plans required by federal legislation and state statute including the Annual Performance Plan and the Transportation Asset Management Plan, as well as voluntary reports like the Resilience Improvement Plan, and performance measurement tools.
About the Position This entry level position supports two of the Department's efforts: The Asset Investment Management System (AIMS), and The Transportation Asset Management Plan (TAMP).
The AIMS system is the source of performance curves showing the forecasted condition of CDOT's assets over a 20-year period based on various budget scenarios. Under the guidance of senior staff, this position learns to develop asset modeling to determine which asset should be funded at various levels for an overall optimal return on investment to CDOT. Also, under the guidance of senior staff, this position will learn to assist with analyzing budget scenarios in AIMS and learn to develop/assist in developing recommendations for determining which investment strategies best achieve performance targets at different funding levels and available revenue.
The Transportation Asset Management Plan (TAMP) was completed in 2022 and certified in 2023 by The Federal Highway Administration (FHWA). FHWA requires that asset management plans be updated every four years and have stringent implementation guidelines. Under the guidance of senior staff, this position will help with The Transportation Asset Management Plan implementation efforts for the Department. Under the guidance of senior staff, this position supports the TAM Program Manager with analysis of CDOT's fiscal year budget, The Statewide Transportation Improvement Plan (STIP,) asset management treatments and construction program status to develop annual reports that FHWA and others use to determine plan implementation.
The position learns to assist with efforts to develop tools, documents and other reporting that clearly communicate to external stakeholders and inform CDOT's internal strategic planning and decision-making processes. Such tools may document, measure, analyze, forecast, and communicate to staff and other stakeholders CDOT's Asset Management program and the impacts of the Department's investment decisions.
Under the guidance of senior staff, this position learns to assist Branch efforts in the development and implementation of presentations and surveys to external and internal customers to understand their needs and perceptions of CDOT's programs and how the Department's asset program efforts can most
