Description of Job

The Work Unit:

The Health Facilities and Emergency Medical Services Division (HFEMSD) is responsible for the oversight and enforcement of a broad range of federal and state statutes and regulations applicable to a wide variety of healthcare facilities and services in Colorado, including hospitals, clinics, ambulatory surgical facilities, renal dialysis centers, emergency medical services providers, designated and non-designated trauma centers, long term care facilities and many other specific types of healthcare services. The division licenses, certifies and surveys healthcare facilities and services; provides patient safety and healthcare quality programs; recognizes emergency medical service (EMS) education programs; certifies EMS providers and licenses air ambulance services operating within the state.

The work unit exists to:

  • Collect and record occurrence reports submitted by licensed facilities/agencies.

  • Assesses the report findings to determine if appropriate actions were taken as required by statute(s).

  • Per statute, the work unit is also responsible for creating publicly accessible summary reports for all events that are determined to meet the reporting criteria.

  • Secure compliance of licensed and/or certified providers utilizing applicable state and federal laws and regulations

  • Promote and maintain standardized procedural operations to the extent possible for over 30 provider types consisting of 2885 providers including processing of corrective action plans, informal dispute resolution, and federal enforcement actions.

  • Monitors the status of workload completion and meeting of performance expectations of state and federal partners.

  • Identifies opportunities for improvement, develops methodology for improvement and once implemented, monitors the progress in conjunction with the four survey section managers.

  • Provides information and technical assistance to the providers and the public.

Summary of Position:

Responsible for the day-to-day operation, overall supervision, and long-term management and leadership of the Occurrences and POC/Revisit Section work units. This position oversees all operations within the Occurrences and POC/Revisit Sections, including workload tracking, monitoring and reporting. This includes supervising thirteen FTE on basic and advanced procedures and protocols for section processes. This position is responsible for evaluating and tracking staff training, communicating, and coordinating with the branch chief concerning each individual employee’s progress.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications, must meet one of the following options below:

Option 1, Experience:

Eight (8) years of applicable health care in a facility or program regulated by the Health Facilities and Emergency Medical Services Division.

OR

Option 2, Experience and Education:

Four (4) years of professional health care in a facility or program regulated by the Health Facilities and Emergency Medical Services Division AND Graduation from an accredited college or university with a bachelor's degree in Nursing, Public Health, Social Work, or closely related field.

Substitutions:

Additional appropriate experience with a specialized healthcare agency and/or facility will substitute for the degree requirement on a year-for-year basis. Additional appropriate education, such as an advanced Master’s degree in Nursing, will substitute for the required experience on a year-for-year basis. Please include copies of your unofficial transcripts if you are using education to substitute for years of experience.

    Relevant years of State service contribute to a candidates position-related knowledge, skill, ability, behavior or other posted competency should be considered as a preferred qualification and given weight under the process.

  • Previous supervisory experience

  • Proficiency in fundamental computer skills such as navigating operating systems, using basic software applications, and communicating through email is required.

  • Experience with evaluating a health care facility's quality of care, services, and treatment of the residents/clients.

  • Experience to evaluate facility practices through observations and record review.

  • Experience with conducting interviews with residents/patients, family members, staff, outside agencies and medical professionals.

  • Experience with analyzing evidence and survey results to determine if and why a healthcare facility is out of compliance with applicable statutes and regulations.

  • Experience writing clear, concise, and legally defensible statements of deficiencies.

  • Experience and proficiency in word processing and able to use current communication technology.

  • Thoroughness when performing work and conscientiousness in attention to detail.

  • Model high standards of honesty, integrity, trust, openness and respect for individuals.

  • Ability to speak and write clearly and concisely.

  • Interpersonal and Conflict Management Skills- Displays understanding, courtesy, tact, empathy and concern; develops and maintains effective relationships; deals skillfully with people who are difficult, hostile or distressed; effectively manages and resolves conflicts, confrontations and disagreements in a positive and constructive way; does not avoid conflict when it can produce better solutions.

  • Ability to assess consumer care, treatment and quality of care and life as provided by health care facilities through observations, interviews, and record review.

  • Experience and ability to write factually accurate, clear, concise and professional reports.

  • Ability to analyze the information and reach logical well supported conclusions.
