Description of Job

The Work Unit:

The mission of the Office of Public Health Practice, Planning, and Local Partnerships (OPHP) is to collaborate andpartner across the public health system to maintain and further strengthen statewide infrastructure and capacity.The Office of Public Health Practice, Planning, and Local Partnerships exists to build capacity and improveperformance of state and local public health agencies. Office staff members work across the department and withlocal public health agencies, boards and organizations to foster collaboration and leverage resources to:

  • Lead Colorado's assessment and planning system for state and local public health.

  • Develop infrastructure to ensure all counties provide the core public health services and local public healthdirectors meet the defined minimum qualifications.

  • Distribute funds to local public health and monitor contracts.

  • Provide technical assistance to state and local public health agencies for training, assessment and planning, public health practice, performance improvement, workforce development,

  • Serve as a liaison and contact for all local public health agencies and provide connections to a variety of CDPHE programs and resources.

  • Connect with national organizations and governmental public health agencies in other states.

  • Increase public health practice competency through the utilization and dissemination of evidence-based best practices using a variety of delivery mechanisms including synchronic and asynchronous training, tools, and resources.

  • Represent the department in professional public health organizations.

  • Support the development of the public health workforce through training, capacity building, funding, and partnerships.

What you Will Be Doing:

This position resides in the Office of Public Health Practice Planning, and Local Partnerships and serves as the programmatic budget and contracts monitor for CDC Public Health Infrastructure funding and other funding sources that support Local Public Health Agencies as they recover and rebuild their workforce capacities from COVID-19.

This position works closely with grant points of contact at CDPHE, budget staff, and grant evaluator. This position tracks progress reporting, use of grant fiscal measures, and grant deliverables for all grant sub recipients. This position will ensure that all elements of contract monitoring are in place and followed. This position will work extremely closely and collaboratively with a variety of people within and outside of CDPHE, including partnerships with Local Public Health Agencies, the Colorado Association of Local Public Health Organizations, and the Centers for Disease Control and Prevention.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.

Minimum Qualifications:

Option 1: Experience Only

Six (6) years of relevant experience in contract or fiscal monitoring, grant management and or contract administration

Option 2: Combination of Experience and Education

A combination of related education ( Business, Public Administration, Finance, Accounting, Public Health or a closely-related field) and/or relevant experience in contract or fiscal monitoring, grant management and or contract administration equal to six (6) years

A master's or doctoral degree from an accredited college or university in Business, Public Administration, Finance, Accounting, Public Health or a closely-related field will substitute for the required experience on a year-for-year basis.

This experience must be substantiated within the Work Experience section of your application. "See Resume" will not be accepted. In addition, part-time work will be prorated.

Preferred Qualifications and Essential Competencies:

  • Experience planning and developing a contract and all the major components of a contract

  • Experience organizing documents, timelines, and deliverables in a consistent manner.

  • Experience with and knowledge of the components of a Scope of Work including project description, definitions, performance requirements/deliverables, personnel requirements, invoicing, monitoring, and resolution of non-compliance

  • Experience with developing or monitoring budgets, ability to organize, track and maintain documents in an electronic database

  • Experience with the technicalities, including language, of contractual agreements

  • Experience organizing, tracking and maintaining information in an electronic database, spreadsheet, or dashboard.

  • Strong writing skills including the ability to express concepts clearly in writing and have knowledge of commonly used technical writing procedures (cover letter)

  • Working knowledge of the State Fiscal and Procurement Rules

  • Experience providing customer service
