Work Unit
The Operations Program exists to provide services to the management and staff of the Water Quality Control Division (WQCD). The program consists of the Fiscal Services Unit, the Communications and Special Projects Unit and the Business Services Unit. The Business Services Unit determines and implements information technology policy for the division; implements department and state-wide information technology policies throughout the division; performs project management over a variety of projects; responds to general public inquiries; responds to program needs in the areas of purchasing and contracting of information technology goods and services; performs file management on both the division's hard and electronic files; manages maintenance on program equipment and software; and maintains Geographical Information Systems (GIS) spatial data coordination and support.
About the position
The purpose of this position is to serve as the technical resource for water quality spatial information. The role develops and maintains the division’s Geographic Information Systems (GIS). This position produces maps and spatial data analysis. This position teaches GIS related knowledge to staff in support their development of maps and spatial data. Provide guidance and support concerning the appropriate use of spatial data, develops appropriate spatial data collection procedures, defines structure, processes and integration with program data. Design and implement solutions as needed by the division by collecting program data and information. Supports and maintains existing systems and provides input for new technologies or solutions when systems need to be replaced.

Minimum Qualifications
Option One: Six (6) years of relevant experience in Geographic Information Systems (GIS) related to the work assigned to this position.
Option Two: Graduation from an accredited college or university with a bachelor's degree in natural sciences, biology, chemistry, geology, geography, hydrology, cartography, or a closely related field.
AND
Two (2) years of GIS experience.
Option Three: A graduate degree in natural sciences, biology, chemistry, geology, geography, hydrology, cartography, or a closely related field will substitute for the bachelor's degree and two years of experience.
The required experience must be substantiated within the work experience section of your application. Preferred Qualifications and Essential Competencies
Knowledge of water quality, natural sciences, biology, chemistry, geology, hydrology, cartography, or State and Federal regulations.
Relevant years of State service shall be considered.
Experience with Python language.
Experience with GIS software such as Modelbuilder.
Experience with ArcGIS online.
Experience with Spatial Database Engine (SDE)
Experience working with, creating, and/or managing a relational database
Knowledge of cartography professional standards
Knowledge of how to create a model in a spatial environment
Demonstrated use of creativity
Ability to pay close attention to detail when completing work tasks
Ability to develop and maintain effective working relationships with others
Ability to demonstrate awareness of technologies and use technology effectively.
Ability to use analysis and logical methods to make good decisions and solve difficult problems with effective solutions
