About The Work Unit:
This unit exists to provide financial accounting and reporting services in support of the mission of CDPHE. The services provided include accounts payable processing, billings, and collections for fees, licenses, and penalties, payroll and timekeeping, payroll cost distribution/allocation, grants financial management, grants and contracts processing, general ledger, indirect cost recovery assessment, reporting and analysis, enforcement of the state and
federal fiscal rules and regulations, department policies and procedures, and application of accounting standards as set forth by the Governmental Accounting Standards Board (GASB). Per the appropriation, the department consists of staff of approximately 2,100 employees whose activities are funded by monies from a significant number of sources and amounting to over $756 million annually.
What You Will Be Doing:
This position exists as a Payroll Accountant and functions as a member of the Accounting team. The position's primary responsibilities are to accurately and timely process the department's payroll which includes the daily input of data into the Colorado Personnel Payroll System (CPPS), processing payroll corrections, uploading and correcting payroll batches, and high-level account reconciliations, and labor allocations. This position must assure compliance with applicable rules, regulations, department and State procedures. This position is the primary staff contact for department staff members on all payroll issues and interacts with all levels of staff within CDPHE with regard to payroll problems and questions.
This position is also responsible for external reporting requests, providing technical expertise and guidance payroll related issues for department management, as well as maintaining the overtime database, payroll spreadsheets and CPPS manual. This position serves as a critical position in the payroll unit assisting the payroll supervisor with payroll reconciliations, labor allocation postings, payroll processing, and reconciliations for month, quarter, and year end.
This position will:
Work with the Division to have employees' timecards populated and approved by a set monthly sign-off deadline or biweekly deadline.
Setup all New hires in Kronos
Audit KRONOS timekeeping system for additional pay, overtime, leave without pay (LWOP) and entry errors. As backup- for monthly duty.
Troubleshooting Kronos issues, by reviewing new hire and terminated employees have flowed correctly from CPPS to Kronos.
Responsible for upload of Bi-weekly files and sign-off of monthly and Bi-weekly timesheets.

MINIMUM QUALIFICATIONS:
An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.
Experience Only:
Six (6) years of relevant experience in accounting and/or payroll processing experience
OR
Education and Experience:
A combination of related education in accounting or finance and relevant experience in accounting and/or payroll processing experience equal to six (6) years
Current, valid licensure as a CPA by the Colorado Board of Accountancy will count for six (6) years of the requirement
This experience must be substantiated within the work history section of the application. The words, "See Resume" will not be accepted. Part-time work will be pro- rated.
Preferred Qualifications:
Payroll processing and reporting experience
Payroll reconciliation and auditing experience
Experience with CPPS (Central Payroll Processing System), CORE (Colorado Operations Resource Engine), or other payroll software system
Proven knowledge of theory, principles, and practices of Accounting, specifically related to payroll
