What Success Looks Like In This Job

The Health Enrollment Team member provides one-to-one assistance to external customers seeking to enroll in health insurance. This position uses detailed knowledge of prequalification requirements and coverage details of each health plan to screen callers, determine eligibility for federal and state medical assistance programs (Medicaid, CHP+, and Connect for Health) and assist eligible clients with completing applications, including re-enrollment and changes to the account. This position provides individual assistance over the phone and in-person, trouble-shoots questions and completes voter registration for each client.

Examples of Duties for Success

  • Accurately provides health enrollment application assistance to callers, including trouble-shooting and verifying eligibility for Program. Maintains expert knowledge of qualifications for federal and state medical assistance programs and can easily describe pre-qualifications and plan details to callers in plain language with excellent verbal communication skills.

  • Monitors incoming call volume, promptly and courteously answers phone calls, and performs competent, direct service to customers.

  • Effectively uses a benefits management system to research and determine actions necessary to helping the customer.

  • Completes required actions, updates records, and completes application.

  • Documents voter registration process, completes and submits registration for each caller, as indicated.

  • Accurately redirects callers to alternate agencies when determined callers are not eligible for assistance. Provides referral information to callers to community-based organizations for social care and to medical and dental providers for health care referrals.

  • Perform other duties as assigned.

Health Insurance Enrollment Specialist

  • Communicates directly with customer (in person or over the phone) to complete appropriate insurance enrollment forms, including assistance with meeting redetermination requirements and reporting changes to account

  • Using plain language, effectively explains the details about each federal and state medical assistance program, coverage of services, and associated costs.

  • Accurately collects specific demographic data fields and enters complete information into appropriate portals on a timely basis.

  • Accurately assesses documentation requirements (income, legal status, etc) and ensures client meets documentation requirements.

  • Retain records in accordance with HIPAA and ACHD record retention policies.

  • Attend training course to maintain up-to-date knowledge of insurance plan details.

Community Outreach

  • Inform community and community partners about the Health Enrollment Team’s services and how to access the service.

  • Attend community meetings to present information about ACHD’s Health Enrollment program and services.

  • Represent ACHD in the community. Give presentations about the programs, qualifications, and how to access individualized enrollment assistance.

More Qualifications for Success

Education: A High School Diploma or G.E.D. is required.

Experience:

  • Requires a minimum of three years’ experience in customer service or customer-facing role.

  • Requires one year experience with accurate, time-bound data entry.

  • Spanish speaking highly preferred

Emergency Preparedness and Response Duties

Completes trainings identified as appropriate for this level employee. Employee participates in all exercises and drills on emergency preparedness and response, as required. Employee responds, as required, to support emergencies, incidents and events with a public health and medical impact.

Equipment Used: Must demonstrate proficiency in using PPE and computer use including internet, email, and Microsoft Office Suite. Must be able to learn and become proficient with equipment and software programs as required to effectively and efficiently perform assigned duties

Working Conditions and Physical Abilities:

This role remains in a semi-stationary position, often sitting or standing for prolonged periods of time. Occasionally, this role will move about to accomplish tasks by walking or traveling from one department to another, or by traveling from one worksite to another. This role requires use of reliable transportation to work throughout the Metro Denver area. This position’s physical demands are assessed to be light work that includes moving objects up to 20 pounds.

This role constantly communicates with others to exchange information by speaking and writing, and that includes repeating motions that include wrists, hands, and/or fingers. This position will be asked to assess accuracy, neatness, and thoroughness of work assigned.

This position can expect no adverse environmental conditions as work is performed in office buildings throughout the community.
