About the Unit
The Enterprise Administrator works in the Colorado Department of Transportation's (CDOT's) Division of Transportation Development (DTD). The Division serves as the primary office for planning, environmental, and traffic analysis programs within CDOT. This position works within DTD’s Office of Administration. The Office of Administration streamlines administrative and support functions across the division, ensuring rigorous compliance with federal, state, and departmental regulations. This office also acts as a vital resource for program staff, providing expert guidance on administrative and financial matters, while facilitating seamless coordination with the Division of Accounting and Finance on DTD-specific issues.
In addition to supporting DTD operations, the Office of Administration oversees the administration of two critical enterprises: the Nonattainment Area Air Pollution Mitigation Enterprise (NAAPME) and the Fuels Impact Enterprise (FIE). These enterprises require precise coordination and support to ensure adherence to applicable regulations and financial management.
About the Position
The Enterprise Administrator oversees and coordinates activities for the Nonattainment Area Air Pollution Mitigation Enterprise (NAAPME), created under SB21-260, and the Fuels Impact Enterprise (FIE), established by SB23-280, both housed within CDOT. These enterprises address critical environmental and transportation challenges. The Nonattainment Area Air Pollution Mitigation Enterprise is focused on reducing air pollution in non-compliant areas; the Fuels Impact Enterprise focuses on mitigating the effects of fuel consumption on Colorado’s infrastructure and environment. Established through legislation signed by the governor, these initiatives reflect the state's commitment to improving air quality and addressing fuel-related environmental impacts.
This position serves as the primary liaison to the Enterprise Boards, one of which includes members appointed by the Governor. This position facilitates board meetings, ensures compliance of Enterprise activities goals and budgets with statutory requirements, and oversees the deployment of enterprise funds, ensuring that funds are going where they are intended to go. This position also supports grant processing, budget management, and collaborates with team members to ensure the enterprises have the funding to deliver to recipients and achieve their goals efficiently.
Your duties and responsibilities will include, but are not limited to, the following:
Liaison to Nonattainment Area Air Pollution Mitigation and Fuel Impact Enterprise Boards
Serve as the primary liaison between the NAAPME and FIE Boards and CDOT management to coordinate the implementation of enterprise projects and programs.
Provide Board members with information and guidance to ensure decisions are made in accordance with current statutory requirements and policy.
Research and provide answers to questions from the Boards.
Coordinate all Board activities, including working with the Permits Program Manager to ensure that applicable fees are set at the appropriate levels to fund the Enterprises as well as working with other Program Managers to coordinate any requested activities.
Carry out administrative functions such as planning and scheduling meetings, setting agendas, coordinating speakers and presentations, and ensuring public participation opportunities.
Ensure compliance with open meeting laws while maintaining a thorough understanding of their requirements.
Implement the goals and objectives established by the Board, document the steps needed to achieve them, and track progress using clear metrics (e.g., percentage of goals met within a specified timeframe).
Analyze data related to Board goals and provide detailed reports to Program Managers.
Prepare annual reports as required by statute, ensuring all objectives are clearly communicated and aligned with organizational priorities.
Ensure meeting minutes are completed, board decisions are signed off, and all Board documents are properly archived and made publicly available
Gather information on specific topics at the Board’s request and provide reports, presentations on such at future meetings.
Financial and Procurement Transactions
Coordinate between the Boards, CDOT, and DTD leadership to ensure smooth enterprise operations.
Help prepare grant applications and present them to the Board for review and award determination.
Coordinate with DTD leadership to create tools or processes and oversee the development of tools and processes for enterprise activities.
Ensure accurate and transparent reporting and maintain fiscal compliance of enterprise activities.
Manage internal and external communications determined by the board and ensure that publicly available information is accessible and up to date
Draft and recommend to the DTD Director and Assistant Director for Administration the following: the annual enterprise budgets based on historical data and future projections and the allocation of funds.
Administration
Manage enterprise grant offerings including administering requests for applications, evaluating grant submissions to ensure they are complete and providing the applications to the appropriate Board for determination of award.
Issue award notifications and oversee grantee management (ensuring that all required grantee activities are carried out according to applicable rules, regulations and timelines).
Document or draft goals for approval with guidance from the Board and DTD Director including documenting/drafting annual work plans related to all enterprise activities that outline branch goals, strategies and corresponding budgets in line with statutory requirements and the enterprises’ 10-year plans. Ensure the funding is available and report this information.
Oversee procurement and contracting processes, including reviewing and approving deliverables and invoices, monitoring contractor performance, and ensuring adherence to funding requirements.
Track and report on program budgets, expenditures, and metrics, promoting data-driven decision-making and evaluating program outcomes for continuous improvement.
Engage in strategic communications planning including developing content recommendations and engaging with communications to disseminate information .
Cross functional Support
- Provide backup support across the division to ensure operational continuity.

Work Environment:
Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.
You will likely work a hybrid schedule with a combination of in-office and remote work.
Occasional daytime travel during business hours may be required for meetings and trainings.
Occasional overnight travel may be required for meetings and training.

Minimum Qualifications Experience Only:
At least four (4) years of experience with a primary focus in accounting, business administration, finance, project management, public administration or another area closely related to the major job duties
AND two (2) years of experience coordinating projects or program which includedallof the following:

Reporting on project/program activities
Ensuring compliance of project/program activities with applicable rules, laws, regulations or procedures

Education and Experience:
