Office of the Secretary of the Interior Emergency Management Specialist in Denver, Colorado

Summary The Department of the Interior is devoted to protecting and preserving the natural resources of this great nation, including National Parks, Landmarks, and the well-being of communities, including those of Native American, Alaska Natives and affiliated Islanders. Responsibilities This position is located within the Department of the Interior, Office of the Secretary, Office of Emergency Management, Continuity Programs Division, Denver, CO. At the full performance level GS-14, the major duties of this position include, but are not limited to the following: 1. Serves as a subject matter expert in the Department's continuity and resilience program. Leads and advises on planning, preparedness, and policy (PPP) activities for continuity plans and programs that support the resilience of DOI's essential functions and command and control. 2. Develops test, training & exercise (TT&E) plans and policies in coordination with internal and external planners. Participates in, leads, and conducts TT&E events in order to validate plans and policies. 3. Leads the development of PPP activities for devolution, ensuring compliance with interagency policies. 4. Participates in and represents the Department on internal and external planning and policy committees related to continuity and mission resilience. Engages with internal and external partners to develop continuity capabilities to enable the continuation of essential functions. 5. Coordinates with and collaborates across the Federal Executive Branch interagency, including with staff from the White House Military Office and Executive Office of the President, the National Security Council, the Office of Science and Technology Policy, and the Federal Emergency Management Agency (FEMA), particularly the Office of National Continuity Programs. 6. Coordinates and collaborates across the Department on continuity and mission resilience topics including with Bureau and Office Emergency Management Coordinators, the Emergency Management Council, and the Senior Executive Emergency Management Council, the Preparedness and Response and Emergency Operations Divisions within OEM, the Strategic Hazard Identification and Risk Assessment (SHIRA) program, the Department's Enterprise Risk Management (ERM) program, the Office of the Chief Information Officer's High Value Asset (HVA) program, and other organizations, programs, or efforts as appropriate. The OS-OEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information: GS-13: $114,970 - $149,465. GS-14: $135,860 - $176,620 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This position is a drug testing designated position. The incumbent will be subject to background investigation and must be able to obtain and maintain a Top-Secret clearance with SCI endorsement. The incumbent is designated as an Emergency Employee and is subject to recall around the clock for emergency management operations or may be required to remain at work during dismissal or closure situations. Emergency Employees are expected to remain in contact with their agencies at all times during emergency situations. A valid State driver's license is required. Proof of a valid driver's license will be required upon selection. This vacancy may be used to fill additional positions as vacancies become available. Qualifications Minimum Qualification Requirements: Specialized Experience: To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience (must meet all to qualify): 1. in emergency management responsible for Department-wide and/or organization-wide continuity, contingency, mission assurance, or resilience programs associated with disasters and other emergencies such as natural disasters, wildland fire, technological emergencies, oil spills and hazardous materials, etc.; 2. developing, managing, and coordinating the process for review and approval of essential functions including Business Process Analyses and Business Impact Analyses; and, 3. coordinating and managing a Test, Training & Exercise (TT&E) plan or program for a preparedness mission area; AND, 4. leading the development, drafting, review, and/or revision of an organization's plan(s), policy(ies), and/or procedure(s) for a preparedness mission area. -Must Met All- To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service.
