The Policy and Planning Branch serves CPW and the Parks and Wildlife Commission by providing legislative and policy analysis and development, informing management decisions through public involvement and social science research and providing expertise for agency resource and park planning efforts. The work products of this branch are critical elements in the development and revision of parks and wildlife-related regulations, policies, programs, natural and cultural resource conservation planning, property planning and strategic planning activities. By effectively involving both internal and external stakeholders in policy and planning activities, this branch assures that the best information is available for CPW and Commission decision-making.

Description of Job

This position exists to ensure that the most complete qualitative social information (in the form of staff, public and stakeholder input) is available to inform decision-making and planning processes of the Division of Parks and Wildlife. The position provides support to CPW branches and regions to support agency staff in planning, developing, coordinating and implementing engagement strategies. Collaboration and support of the Policy and Planning team, particularly the Policy & Engagement Specialist IV position, is expected.

Planning and Engagement / Policy and Planning Support

Provide general support/management for a broad set of internal and external engagement planning activities, including such tasks as organizing meeting logistics, data entry and analysis, recording meeting minutes, conducting secondary research, and providing technical and hybrid meeting assistance. Compile/analyze engagement outcomes and summarize in reports, presentations and other materials that may be shared internally and externally. Track the variety of planning activities that are occurring in the Branch and work with the Policy and Planning Supervisor to coordinate these activities to the extent possible in order to pursue efficient and complimentary Branch efforts.

Plan and Implement Engagement Activities

Support regional and statewide internal and external engagement activities to inform the management of wildlife and Colorado’s state parks. Engagement activities should build trust and accountability for CPW, address conflict, build awareness for CPW’s work and enhance shared stewardship of our wildlife and park resources. Coordinate with managers, field staff and subject matter experts to identify engagement needs and support implementation as needed. Design, direct, monitor and evaluate agency engagement processes to gather staff, public and stakeholder feedback that will help inform the agency’s planning, policy and management activities. Apply engagement methods with consideration for each situation, the issue being addressed and the intersection with current regulations, policy, planning and social science activities. Identify and address potential barriers to stakeholder participation such as timing, travel needs, language and other accommodations. Establish and maintain effective communication links between staff, stakeholders and decision makers.

Train and advise CPW personnel on how to plan for and conduct engagement processes. Advise CPW staff about tools and techniques to engage the public and stakeholders in decision making and planning. Provide a wide array of support services including the preparation of written outreach materials, the design and facilitation of public meetings, the development of web content and interaction with key constituent groups. Apply community partnership best practices to engage underserved and underrepresented communities.

Facilitation

Facilitate communication between internal and/or external stakeholders to effectively gather information. Confer with stakeholders to clarify issues, identify underlying concerns and develop an understanding of their respective needs and interests. Provide facilitation services to agency staff to assist with internal decision making, planning and/or policy development. Communicate with constituents and stakeholders outside of CPW, representing the agency to the public, stakeholder groups, government agencies, the Parks and Wildlife Commission and other entities.

Six (6) years of relevant experience in wildlife management, outdoor recreation, public engagement, natural sciences, social sciences (sociology, psychology, human dimensions), policy, planning, public administration, communications, political science, law, business administration, biology, ecology, environmental science, geography, forestry, range management or an occupation related to the work assigned to this position

OR

A combination of related education and/or relevant experience in wildlife management, outdoor recreation, public engagement, natural sciences, social sciences (sociology, psychology, human dimensions), policy, planning, public administration, communications, political science, law, business administration, biology, ecology, environmental science, geography, forestry, range management equal to six (6) years.

Preferred Qualifications

  • Certifications in facilitation, consensus building, conflict resolution, and stakeholder and public engagement

  • Survey design and implementation expertise.

  • Demonstrated knowledge of, and relevant ability with, culturally diverse communities in urban and rural settings

  • Current or former State experience relevant to this position.

Conditions of Employment

  • State of Colorado residency is required at the time of application.

  • Must possess and maintain a valid state of Colorado driver's license if operating a State vehicle.

  • This position involves travel throughout Colorado, approximately 3-5 days/month to support public and/or Commission meetings and other CPW events around the state as needed. Travel may involve staying overnight.

  • The overall schedule for this position is anticipated to be a hybrid schedule (2-3 days/week at the work address and the remainder working from home.

  • Occasional evening and weekend work will be required.
