About this Unit:

Located within the Behavioral Health Administration work unit, pursuant to House Bill (HB) 21-1097. HB21-1097 provides that a Behavioral Health Administration (BHA) was created to be a single-state entity. Initially established under CDHS as of July 1, 2022, which provides administrative and “back-of-the-house” support as long as the BHA remains under CDHS’ purview. The BHA is a permanent entity that is responsible for leading and promoting the state’s behavioral health priorities and efforts across agencies, creating shared goals, improving collaboration, and driving accountability and transparency. The BHA provides oversight and coordinates service standards across the hundreds of behavioral health programs that currently exist under multiple state agencies and the Judicial Branch. The BHA works to ensure the recommendations that resulted from the work of the Behavioral Health Task Force (BHTF) and multiple ancillary projects evolving out of the work of the BHTF are honored and implemented, to ensure and meet our vision of having a comprehensive, equitable, effective continuum of behavioral health services that meets the needs of all Coloradans.

The Behavioral Health Administration (BHA) is responsible for policy development, service provision and coordination, program monitoring and evaluation, and administrative oversight of the public behavioral health system. BHA funds, supports, and monitors numerous mental health and substance abuse community programs and providers, reviews and designates the State’s 27-65 providers, and licenses substance use disorder service providers. BHA executes the State’s federal responsibilities as the State Mental Health Authority and the State Substance Abuse Authority for the purposes of administering federal mental health and substance abuse block grant funds.

About this Position:

This position is primarily dedicated to budget execution, grant and program funding development, administration of grant funds, cash funds, and reappropriated and federal funds. This position will assist the budget manager with training staff that are assigned to personal services and operating resources of the Behavioral Health Administration Community programs area. This position will also assist the Budget Manager with coordinating with other BHA Fiscal Team and other BHA Community staff to ensure that budgetary deadlines are met.

This position reports to the Budget Manager or the Director of Finance if the Budget Manager position is vacant and is a member of the Finance and Contracts Team which collaborates closely with other Community Programs Staff and Leadership, regarding all budget, accounting, financial management, procurement and contracting issues for the Behavioral Health Administration's, Division of Community Programs.

This position will assist the Director of Finance, the Budget Manager, and program staff in the administration of the Behavioral Health Administration's approximately $650 million budget.

This position will prepare and interpret system reports for all assigned BHA programs, and Budgets by utilizing a variety of Excel spreadsheets to manipulate, enhance, and combine the elements and different levels of detail present in CORE. Must be proficient in the use of Microsoft Excel spreadsheets in the budgeting and reporting process of all assigned programs.

Summary of Duties:

Budgetary Analysis, Execution, and Administration:

  • Monitor budget balances and resolve any problems with the BHA budget staff by preparing and reviewing budgetary documents for allocations, transfers, increases, decreases, and corrections for the appropriations belonging to the programs assigned.

  • Assist fiscal staff, program managers, the Budget Manager, and the Director of Finance in the development of budgets.

  • Develops and maintains budgetary projections for contracts/appropriations.

  • Analyze and prepare monthly budgetary reports that include actual expenditures, encumbrances, and planned budgets and present reports to identify variances to projected budget allocations and recommend changes to meet program, grant, and Office priorities.

  • Perform fiscal and data analyses to justify and support decision items, supplementals, and other office project initiatives or change requests.

  • Perform Colorado Resource Engine (CORE) information queries and downloads to perform reconciliations, analyze trends and/or corrections, and verify the accuracy of the budget.

  • Provide guidance and technical assistance to program managers and program assistants on day-to-day management of resources and budget execution reporting requirements.

  • In conjunction with the Budget Manager work with BHA Fiscal staff to assist and train them in the analysis and tracking of BHA personal services and operations appropriations, expenditures, personal services contracts, and Human Resource action requests to provide monthly budget execution reports to the Budget Manager, Director of Finance, BHA program managers and BHA Directors.

  • In conjunction with the Budget Manager, coordinate federal and cash appropriations across multiple budget line items and fund balances. Additionally, coordinate revenue earning with the CDHS Accounting staff.

  • Monitor and develop program budgets and verify compliance with fiscal and contractual requirements associated with federal 42 C.F.R. Part I.

  • Assist the Finance Manager, Contracts and Finance Manager, BHA Community Programs, and the BHA policy director with planning, financial budgeting, tracking, and planning activities associated with the Substance Abuse Prevention and Treatment and Mental Health Services Block Grants.

  • Monitor BHA block grant budget and monitor compliance with Substance Abuse Prevention and Treatment and Mental Health Services Block Grants compliance with maintenance of effort requirements, First Episode of Psychosis 10% set aside requirements, 20% prevention set aside requirements, and 5% administration cap requirements.

  • Assist the Budget Manager and the Director of Finance in the preparation of federal discretionary grant budget reports including Mental Health and Substance Use Block Grant reports, Uniform Reporting Schedules (URS) and National Research Institute (NRI), and other surveys.

Financial Reporting, Administration and Coordination:

This position will be responsible for accessing fiscal information systems to produce, correct, audit, approve, and develop financial and budget reports and data that will be used with the Federal and State Programs. Also analyze information on an as-needed basis, for all assigned programs. This includes accessing all systems for financial, budget, and payment information as needed by supervisors, peers, program staff, and external stakeholders. Produce accurate fiscal data using established procedures and manuals.

Reconcile all general and grant awards to account for all expenditures, revenue, and obligations for all assigned programs, both federal and state, by analyzing and investigating various types of errors and interpreting the account expenditures and balances of funds available. Use data received from all financial systems to produce accurate and complete information for federal and management reporting. Duties include but are not limited to:

  • Assist the Finance Manager, Contracts and Finance Manager, BHA Community Programs, and the BHA policy director with planning, financial budgeting, tracking, and planning activities associated with the Substance Abuse Prevention and Treatment and Mental Health Services Block Grants.

  • Coordination and reconciliation of a master list of contracts, purchase orders, and procurement methodology and expiration to BHA Master budget.

  • Produce, develop, maintain, and coordinate various management reports detailing fiscal positions for decision-making.

  • Financial tracking of contracts, purchase orders, invoicing, and encumbrances for BHA programs.

  • Prepares fiscal note worksheets per State and CDHS fiscal note policy. Ensures accurate and complete financial data is presented in all BHA fiscal notes. Monitors budget execution for Special Bill appropriations each fiscal year.

  • Actively manages individual and team fiscal and budget deadlines.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Education:

Bachelor's degree from an accredited institution in a field of study related to the work assignment.

AND

Three years of professional experience in an occupational field related to the work assigned to the position.

Substitutions:

Additional appropriate experience will substitute for the degree requirement on a

year-for-year basis.

Additional appropriate education will substitute for the required experience on a year-for-year basis.

Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the degree requirement and two years of the required experience.

Preferred Qualifications:

  • Strong preference will be given to candidates with bachelor's degrees in political science, public policy, public administration, accounting, or finance.

  • Preference will be given to candidates with public-sector or government accounting or budgeting experience.

  • Preference will be given to candidates who demonstrate a greater depth of experience and knowledge related to Colorado’s legislative and budgeting process

  • Preference will be given to candidates with one or more years of experience with complex accounting systems, such as the State's COFRS, Performance Budgeting, Kronos, and/or CPPS systems.

  • Ability to work well independently as well as in/with a team.

  • Ability to independently organize, plan, and prioritize work.

  • Relevant years of state service.
