The Health Care Unit in the State Services Section is hiring for an attorney with a background or strong interest in health care and public health law to join their team. This position serves as both litigation and general counsel for its state agency clients. WHAT YOU WILL DO

The Health Care Unit in the State Services Section serves as counsel for the Colorado Department of Health Care Policy and Financing (the State Medicaid Agency) and the public health divisions within the Colorado Department of Public Health and Environment. On behalf of these two clients, the Unit handles a full range of litigation, enforcement, procurement, compliance, and general counsel/advice matters. The Unit provides both agency clients with legal opinions and memorandums on a wide range of issues and questions, as well as providing general strategic and legal guidance on a daily basis.

On behalf of the State Medicaid Agency, Unit attorneys manage a wide range of provider and member appeals, litigate challenges to Department policies and regulations, engage with vendors in contract disputes, defend the Department in challenges to reimbursement and overpayment findings, defend the state against adverse actions taken by the federal government, and coordinate inter- agency efforts at both the state and federal level when faced with provider terminations due to fraud or abuse. All of these actions are undertaken to help protect limited Medicaid funds in order to provide critical health care services to some of the most vulnerable Coloradans. For the State Health Department, Unit attorneys are tasked with litigating and advising on all health facility licensing and compliance issues, paramedic/EMT certification suspension or revocation matters, vital records disputes, challenges involving the medical marijuana registry, and advise and litigate matters related to disease control outbreaks and investigations.

In carrying out these duties, the Health Care Unit attorneys’ practice at all levels of administrative, state, and federal courts.

This recruitment may be used to fill multiple positions in the Department of Law.

Salary note:

The Department of Law uses a wage progression compensation model. Although a salary range is listed, salary will be set commensurate with the successful candidate's qualifications and in compliance with the Equal Pay for Equal Work Act.

Attorneys with less than 3 years of experience as a practicing attorney will be hired as an Assistant Attorney General I (AAG I). The salary range for an AAG I is $85,795-$95,437/ annually.

Attorneys with more than 3 years of experience practicing as an attorney will be hired as an Assistant Attorney General II (AAG II). The AAG II salary range is $99,318 - $132,901/ annually.

WHAT WE ARE LOOKING FOR

Qualified applicantsmust be licensed to practice law in Colorado or be clearly eligible to waive into the Colorado Bar. Candidates eligible to waive into the Colorado Bar will be required to submit proof of their completed application before the first day of employment.

The strongest candidates will have the ability to drive and handle complex litigation; have exceptional research and writing skills; and have a public health, health care financing, regulatory compliance, and/or administrative law background.
