Description of Job

Colorado Public Utilities Commission (PUC) serves the public interest by effectively regulating utilities and facilities so that the people of Colorado receive safe, reliable, and reasonably-priced services consistent with the economic, environmental and social values of our state.

The PUC Director’s Office provides consolidated support, oversight, and direction to the Division. Specifically, the work provides direct support and advising to the Director, Deputy Director, and staff. Additionally, the Director’s Office supports a PUC-wide focus on affordability and not be limited in scope or interactions as is necessary for staff assigned to Fixed Utilities or Policy Advisors units due to the quasi-judicial process.

Position: SGA 5189

This position meets pressing needs at the agency as energy affordability has become an increasing issue of concern and prominence. Over the last few years, the Commission has experienced a series of emergencies regarding affordability. The COVID-19 pandemic resulted in increased utility arrears and disconnections. Situations like Winter Storm Uri and the Ukraine War led to sharp spikes in gas commodity price increases that resulted in new direction from Governor Polis and legislation specifically focused on addressing affordability (SB23-291).

Bill assistance programs and income-qualified energy programs are exceedingly complex with federal, state, and local requirements and a challenging ecosystem of providers—including regulated electric and gas utilities, nonprofits and state and county offices—that have unique eligibility, enrollment, and other requirements. Assistance programs provide different customer benefits ranging from equipment replacements to weatherization and do not always coordinate. As a result, the Commission requires a dedicated role to represent the agency in national and state-level conversations, work closely with utilities to ensure detailed understanding of their program implementation, to monitor trends and best practices, to provide internal advice and support to staff who represent the agency in proceedings and stakeholder work groups, and to recommend rulemaking changes to the PUC’s own guidelines on affordability programs.

Duties include, but are not limited to:

  • Researching, analyzing, and making recommendations regarding how income-qualified bill assistance for energy programs work in practice, including monitoring national best practices and affordability work by Commissions in other states; assessing academic literature on topics like energy poverty and customer engagement; providing research on local, state, and national trends to identify key metrics for how to measure affordability and potentially needed bill assistance that can be used in proceedings and other activities; and potentially leading participatory action research projects with impacted Colorado residents who use income-qualified programs;

  • Representing the agency at key ongoing monthly and quarterly stakeholder meetings regarding bill assistance and other income-qualified programs, including the Low-Income Energy Assistance Program, the Weatherization Assistance Program, the Low-Income Rate Assistance Coalition, and the legislative Commission implementing House Bill 21-1105;

  • Identifying and monitoring appropriate national organizations, including but not limited to, the National Energy and Utility Affordability Coalition;

  • Providing advice to the Commissioners primarily in administrative proceedings such as miscellaneous proceedings used as reporting repositories and rulemakings specifically related to consumer protections or income-qualified programs (i.e., not adjudicated cases).

  • Analyzing filings and works with other staff to ensure reporting is consistent and understandable, for example, through development of data keys;

  • Drafting decisions to open proceedings, developing proposed rules changes based on pre-rulemaking stakeholder engagement and research, scheduling and conducting informational meetings for Commissioners, and presenting before Commissioners at weekly meetings.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS (MQs):

  • Graduation from an accredited college or university with a bachelor's degree in economics, public policy, business administration, statistics, mathematics, finance, engineering, accounting, or in a field of study closely related to the work assignment;

  • Five (5) years of progressively responsible, professional* experience performing the following:

  • Business and/or policy analysis and research, including gathering information on existing or new regulations to identify and summarize problem areas, issues and/or different perspectives, while providing recommendations.

SUBSTITUTIONS:

  • A combination of professional* work experience as described above, which provided the same kind, amount and level of knowledge acquired in the required education, may be substituted for the bachelor's degree on a year-for-year basis;

  • A master's or doctorate degree from an accredited college or university in a field of study related to the work assignment may be substituted for the required experience on a year-for-year basis.

*Professional work involves exercising discretion, analytical skill, judgment and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is: uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

  • Experience understanding, interpreting, analyzing, and providing recommendations on legislative and policy proposals;

  • Experience gathering, researching, synthesizing, and summarizing existing financial, policy, and/or technical studies including technological, economic, and policy changes concerning the generation, transmission, distribution, and consumption of energy (electricity, water, and/or natural gas);

  • Demonstrated program administration experience, including standing up new programs and/or managing and administering existing programs;

  • Demonstrated experience reviewing energy, environment, and/or affordability programs to identify social impacts and potential outcomes;

  • Demonstrated experience working in the federal and/or state or local government;

  • Demonstrated experience working in state government, implementing and reviewing existing or new programs to provide recommendations.
