CITY OF DENTON Assistant Director of Human Resources in DENTON, Texas

Summary

Responsible for the management and direction of the City of Dentons Human Resources programs related toTotal Rewards, Talent Acquisition, and Operational Administration. Establish and execute strategic operating plans in accordance with the City of Dentons mission, vision, policies, and objectives.

DUTIES

  • Collaborate with the Human Resources Director to sustain, promote, and grow departmental programs and services.
  • Participate in strategic planning and preside over meetings, as needed.
  • Oversee the Human Resources program implementations;identify opportunities for improvement, create and implement solutions, and evaluate program changes to ensure continuous improvements that resolve problems.
  • Consult with supervisors and employees on various issues and concerns; assist them with making the most appropriate decision in compliance with Federal, State, and Local laws and regulations, as well as City of Denton policies.
  • Establish and monitor key performance indicators (KPIs); cascade performance measures for supervised areas to assess performance from the department to the individual level.
  • Research and stay abreast of developments, amendments, and changes in laws affecting human resources and compliance; educate staff and make recommendations for changes to policies and procedures to ensure compliance.
  • Establish and execute a total rewards strategy, including but not limited to, establishing, and maintaining a comprehensive employee benefits and wellness program and competitive and equitable compensation plan.
  • Establish and execute a talent management strategy, including but not limited to, establishing, and maintaining effective recruiting, hiring/onboarding, training and development, career planning, succession management, discipline, and off boarding.
  • Oversee the Human Resources operational administration responsible for the effective and efficient functioning of the Human Resources office including but not limited to policy administration, Human Resources compliance, Budget, Auditing, Purchasing, and general day-to-day operations.
  • Review information obtained through criminal history background checks and make recommendations for hiring based on the duties and responsibilities of the position, and in the best interest of the City of Denton.
  • Serve as the liaison to all internal and external stakeholders with benefit, wellness, compensation, compliance, and talent issues and agreements, including serving on various committees; act as next-level escalation for issues for which staff is unable to resolve.
  • Organize committee meetings, including but not limited to, determining the time and place, drafting, and delivering correspondence, and conducting appropriate follow-up meetings.
  • Facilitate and lead interdepartmental teams to accomplish program, and/or special project(s) to meet established objectives/goals.
  • Research, gather data, analyze, and prepare reports, graphs, charts, presentations, and other materials to effectively communicate information to employees, City management, commissions, and the City Council.
  • Establish and execute a communication plan. Establish expectations and hold self/leaders accountable for division meetings and training sessions; coordinate routing reporting and routinely communicate results and feedback with internal and external stakeholders.
  • Act as Human Resources Director, in their absence.

SUPERVISORY/BUDGET RESPONSIBLITIES

  • Select,train,supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal.
  • Develop, manage, and monitor budget; maintain accurate budget reporting; ensure that operations are cost-effective, and funds are managed wisely.

Job Requirements

EDUCATION, EXPERIENCE AND LICENSES/CERTIFICATIONS

  • Bachelors Degree from an accredited college or university in Human Resources, Public or Business Administration, or related field; and,
  • Five (5) years experience in human resources, or related field; and,
  • Three (3) years experience in a supervisory capacity,

  • Any combination of related education, experience, certifications, and licenses will result in a candidate successfully performing the essential functions of the job.

REQUIRED SKILLS/ABILITIES To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required:

Knowledge of Federal, State, and Local Government laws and regulations regarding, human resources and compliance.

Skill at the intermediate level with applicable Microsoft Office 365 products and other software systems necessary to complete work.

Skill for ensuring continuous improvement in processes, relationships, and cost savings.

Skill in developing and implementing organizational structures, procedures, and technology.

Skill in analyzing and researching, to interpret and understand policies, laws, and regulations, and to provide workable recommendations and solutions to problems that maintain compliance.

Skill in judgment and creativity in decision-making; considering the relative costs and benefits of potential actions and select the most appropriate one.

Ability to gather and analyze data, draw conclusions, and present data and other information in a clear and logical manner.

Ability to organize and coordinate work, maintain attention to details and quality, and meet deadlines.
