Position Description
Primary Purpose
The Operations Manager reports to the Terminal Manager and is responsible for all Operations at Deer Park Rail Terminal including, but not limited to, safety performance, operations and maintenance, regulatory compliance, budget preparation, training compliance, emergency response, production scheduling and inventory controls (SOX).
Essential Duties and Responsibilities
As the Operations Manager your responsibilities include all aspects of the terminal operations at Deer Park Rail Terminal including, but not limited to; training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints; resolving problems; assure customers are billed correctly; assist if writing new agreements and responsible for safe and efficient interplant switching operations as well as inbound/outbound rail traffic.
Manage employees, assigning job tasks as necessary for all rail movements, rail maintenance, and training activities.
Performs all duties to include but not limited to: rail scheduling, flash reporting, invoices, environmental compliance, and customer interactions.
Follows and enforces all rules and procedures established by Kinder Morgan for safe and efficient operations while maintaining compliance in all aspects of the operations.
Tracks and directs train movements – responsible for the ordering / release of trains so not to incur demurrage.
Observes for compliance of safety rules and procedures.
Assures that new employees are trained as necessary for tasks to be performed.
Job Postings – must create and follow through to completion on the hiring of employees.
Job Progression – KM has a job progression program for the advancement of the employees. It is your responsibility to manage this and to present it at company set times.
Understands ethanol operations at DPRT and can assist as needed.
Train and develop subordinates in ethanol unloading and rail switching operations.
Control spare parts inventory, prepare requisitions and purchase material in compliance with Kinder Morgan’s Procurement and P-card policy.
Interprets company policies to workers and enforces safety regulations.
Interprets specifications, and job orders to workers, and assigns duties.
Develop and implement measures to improve production methods, equipment performance, and quality of product handling.
Make changes in working conditions to improve safety and/or efficient operations.
Analyzes and resolves work problems, or assists workers in solving work problems.
Initiates or suggests plans to motivate workers to achieve work goals.
Maintains payroll and overtime documentation and works with the administrative assistant regarding employee time records and weekly time sheet issues.
Ensures alignment with corporate, business unit, region, and terminal goals and objectives.
Promotes and stewards terminal operations & maintenance budgets. Oversees and administers approved budgets.
Develops and stewards manager/employee development to meet changing staffing need for operations.
Coordinates, prepares or maintains various reports, records, and other documents concerning maintenance and operations issues, expense management, safety & regulatory compliance, and employee administrative issues
Ensures all assigned employees are familiar with SMP’s, SOP’s, and has completed all required training.

Position Requirements
Education:
- 4 year degree in Business, Engineering or applicable field; experience may be considered in lieu of education.
Experience / specific knowledge:
- A minimum of 5 years of experience managing liquid terminals or terminal operations handling liquid/bulk materials.
Certifications, licenses, registrations:
Possess and maintain a valid driver's license and be insurable by the company insurance carrier
Will be required to obtain and maintain TWIC credentials to work at various locations within the company.
Working conditions:
The regular work environment is typically in an office. However, work will often require the Operations Manager to be outside in the field and exposed to extreme heat, cold and inclement weather, 20%-40% may involve computer related activities
