Summary The incumbent serves as the primary Time and Leave Clerk for the VA Community Care (VACC) Service at the Atlanta VA Health Care System. The incumbent will provide guidance and leadership in directing V ACC staff in Time and Leave matter at the VA Health Care System; act as a consultant to timekeepers in other service lines regarding posting time for staff; facilitates the work of the managerial and clinical support staff by assisting with clerical functions. Responsibilities The incumbent serves as a timekeeper for V ACC Time and Leave Units for full and part time doctors, professional nurses, practical nurses, Advance MSAs, secretarial/clerical staff and management staff. These duties include but not limited to: Serves as the official point of contact for timekeeping queries for the service, responsible for creating, processing, and maintaining attendance and leave records for assigned Time and Leave(T&L) Units for employees located in VACC Service. Seeking, exchanging, or clarifying information related to schedules and time and leave issues. Use effective interpersonal skills with employee, patients and public. Handle people with respect, courtesy, and politeness. Works effectively with all levels of Service personnel and Fiscal service to ensure accuracy and timeliness of work. The Incumbent is responsible for accurately setting up, posting, and maintaining time and leave records for each employee on a biweekly pay schedule for VACC Service including, MDs, Nurses, LPNs and general schedule employees. Ability to audit files, identify and trace errors and make retroactive adjustments in posting that may cover a significant time period. Obtains information for irregularities from employee's supervisor and records on timecards. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. TYPING PROFICIENCY: This position requires the skills of a qualified typist. In addition to meeting the experience and/or education requirements, you must be able to type at least 40 words per minute. AND You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: understanding or standardized rules and regulations relating to entitlement and use of various categories of time and leave; utilizing administrative and clerical policies and procedures to create, format, and proofread documents; reproducing and distributing materials, and maintaining files; using computer equipment and a variety of software applications; and communicating with a wide variety of employees and supervisors.. OR Education: Successfully completed four (4) years of education above the high school level in any field which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite. One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial or technical school. This education must have been obtained in an accredited college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. OR Combination: Equivalent combinations of successfully completed post-high school education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. You will be rated on the following Competencies for this position: Audit Reporting Compliance Computer Skills Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although there may be some physical effort may be required using computers or transporting records too other offices within the facility. The Time and Leave Clerk must be capable of sitting for long periods of time concentrating on details while planning and scheduling work, preparing reports, compiling statistics, etc. On occasion, he/she will be required to do extensive investigating work to gather data and prepare presentation. Frequent travel between divisions may be required.
