DEA Intelligence Research Specialists support counter drug investigations, within the U.S. and abroad, working behind the scenes to protect their communities. Responsibilities As an Intelligence Research Specialist, work assignments may include, but not limited to: Researches, collects and analyzes data from multiple sources to evaluate its reliability, validity, and relevancy. Identifies intelligence gaps and searches for and/or develops alternative information resources in order to answer key intelligence questions. Employs wide-ranging analytic tradecraft from multiple disciplines to perform network targeting, investigative/case support, and/or strategic analysis in support of DEA's mission. Utilizes commercial and governmental information systems and databases, as appropriate, in concert with sophisticated analytic tools to synthesize, document, and disseminate evaluated intelligence in support of DEA and/or multi-agency investigations, strategic projects, and/or predictive intelligence requirements. Searches/identifies links among intelligence information to determine level or network of criminal activity in investigations, to identify strategic trends, and/or to broaden intelligence base. Produce written analytic reports, charts, and other intelligence products that may be used in judicial proceedings. Testify in judicial proceedings. Conduct oral presentations and briefings to prosecutors, senior managers, and policy makers. Participate in interviews of criminal informants and defendants. These interactions may occur in federal, state, or local prisons. Establishes relationships and maintains liaison with international, federal, state, local and tribal counterparts to facilitate the communication of law enforcement intelligence information. Requirements Conditions of Employment Qualifications To be eligible for a recent graduate appointment, ALL of the following requirements must be met: Recent Graduates must have obtained a qualifying associate, bachelors, master's, professional, doctorate, vocational or technical degree or certificate from a qualifying accredited educational institution within the previous 2 years unless military service interfered with a veteran's eligibility to apply during that two-year time frame. Veterans meeting the above exclusion may apply within 2 years of discharge or 6 years from the date of receipt of the degree whichever comes first. (Currently, natives of American Samoa, Swains Island and certain inhabitants of the Commonwealth of the Northern Mariana Islands are the only groups that owe permanent allegiance to the United States.) You must successfully complete a background investigation to determine your suitability for Federal employment. All recent graduates are required to sign a Pathways Recent Graduate Participant Agreement. Recent Graduates serve a trial period for the entire duration of their excepted service appointment. AND To be qualified, you must possess one of the following: Applicants must meet all of the required qualification requirements described below by the closing of this announcement. If you are qualifying based on education, you MUST submit a copy of your transcript with your application that clearly displays conferred degrees and/or relevant credit hours. All applicants must meet one of the basic qualification requirements described below for this position. For the GS-07 level: This experience is related to the work of the position and equivalent to at least the GS-5 level in the Federal service. Qualifying specialized experience must demonstrate experience with the following: selecting, abstracting, and compiling data from specific sources; and evaluating and making preliminary analyses of data; -OR- SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirement for the GS-7 level may be met by one full year of graduate level education in a field which demonstrates the knowledge, skills, and ability to successfully perform the duties of the position, -OR- Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement (SAA). In order to be creditable under this provision, SAA must have been gained in a curriculum that is qualifying for the position and is based on: Class Standing: Applicants must be in the upper third of the graduating class, based on completed courses, Grade Point Average: Applicants must have a grade point average of: 3.0 or higher: Based on 4 years of education or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher: Based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Election to membership in a national scholastic honor society: Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies. -OR- COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. For the GS-09 level: Must have one (1) year of specialized experience equivalent to at least the GS-07 level or pay band in the Federal service that includes performing the following duties: data processing, data tracking and file management; locating, compiling, and developing information to fill intelligence gaps; and performing preliminary research, analysis and evaluation of raw data; -OR- SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Master's or equivalent graduate degree OR 2-full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related, -OR- COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Conditions of Employment: ·Recent Graduates must complete 40 hours of training during the first year and maintain a fully successful performance evaluation to be considered for conversion to the competitive service. ·You will serve a trial period during your participation in the Recent Graduate Program. ·Participant Agreement: If selected, you must sign a Pathways Recent Graduate Participant Agreement. ·Upon successful completion of the Recent Graduate program, you may be converted to a term or permanent position as an Intelligence Research Specialist GS-0132 (full performance level to GS-13) in the competitive service consistent with agency needs, academic achievement, and demonstrated potential. However, future budgetary events, hiring restrictions, or other events may preclude the conversion. ·Newly hired Intelligence Research Specialists must successfully complete a 10-week Basic Intelligence Research Specialist (BIRS) Training Course at the DEA Training Academy in Quantico, Virginia. ·Intelligence Research Specialists are subject to reassignment to any location in the United States depending on the needs of the DEA. All applicants must be available for relocation throughout their career with DEA and will be required to sign a Mobility Agreement to this effect when accepting an offer of employment. The Mobility Agreement confirms your understanding and agreement to accept reassignment to any location depending on the needs of the DEA and the Intelligence Program. This mandatory agreement remains in effect throughout your DEA career as an Intelligence Research Specialist. The opportunity to transfer to other assignments as advertised will be available to you. POLYGRAPH EXAMINATION: You must successfully complete a pre-employment polygraph examination. If you receive a Countermeasures or Significant Response result on your polygraph you will not be eligible for hire in a DEA Intelligence Research Specialist position for a period of 3 years from the date of your polygraph examination. Education All academic degrees and coursework must be completed at an institution that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education in order for it to be credited towards qualifications. GRADUATE EDUCATION: One year of graduate education in considered to be the number of credit hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional Information Training Requirement: As a term of employment, individuals selected for this position are required to successfully complete the Basic Intelligence Research Specialist Training Program. This is a 10-week training held at the DEA Training Academy in Quantico, Virginia. Mobility Requirement: This position is subject to reassignment to any domestic DEA facility, depending on the needs of the DEA. Individuals selected for this position are required to sign a mobility agreement as a condition of employment. Employment Drug Policy: All DEA applicants are required to disclose their current and past drug usage and activity. The DEA recognizes some otherwise qualified applicants may have used illegal drugs or abused legal drugs or substances in their past. These circumstances will be assessed on a case-by-case basis.
