Who We Need Sabel Systems is seeking a Procurement Manager to enhance our operations and support our mission of delivering high-quality services under government contracts. This role is pivotal in ensuring the integrity and efficiency of our procurement processes to support contract delivery while adhering to regulatory compliance. The ideal candidate will have a profound understanding of purchasing policies, regulatory requirements, and the capability to develop and maintain a robust Procurement System. Responsibilities include analyzing purchase orders for compliance, managing procurement files, and serving as the Product Owner for the procurement system's development. This position involves advising on contract requirements, developing compliant procurement processes to minimize time-to-purchase, and managing supplier relationships to foster long-term agreements and sourcing solutions. The Procurement Manager will negotiate contract terms, manage material budgets, drive cost savings, and establish cross-functional communication to ensure smooth operation. An emphasis on continuous improvement and innovation is crucial, as is the ability to support strategic objectives and CPSR compliance. Develop, implement, and maintain purchasing policies and procedures to efficiently support Sabel contract delivery while complying with regulatory requirements. Review and analyze purchase orders and subcontracting instruments for CPSR and other regulatory compliance requirements. Maintain procurement files and procurement data within Procurement System. Act as "Product Owner" for the development and maturation of a Sabel Procurement System. Assist with advising Engagement Managers regarding contract requirements, and government /federal regulations. Develops, implements, and maintains compliant procurement processes which minimize time-to-purchase during engagement execution. Manage and expand supplier activities to strengthen relationships, create sourcing solutions, and foster longer term agreements. Identify potential new sources of supply, executing, and managing vendor agreements. Negotiate favorable contract terms and conditions. Manage material budgets and drive cost savings. Establish relationships with functional organizations to ensure smooth communication across the value streams. Drive continuous improvement ideas and innovative concepts to promote creativity. Develop and support teams that make suggestions, take initiative, and actively implement improvement. Work with Contracts team to implement Contractor Purchasing Review System (CPSR) best practices, lead training initiatives and create an environment for organizational success and overall CPSR compliance. Support strategic organizational objectives/initiatives. Your Qualifications Required S. or B.A. degree from an accredited college or university in business administration, management, finance, accounting, or related discipline preferred.
