Summary The primary purpose is to: Serves as a Supervisory Health System Specialist (HSS) for the Medical Center working under the supervision of the Veteran and Employee Experience Program Coordinator (VEEP) through the Veteran and Employee Experience program. The organizational location of the position is: Veteran and Employee Experience program under the Assistant Director for Outpatient Services, VA North Texas Health Care System, (VANTHCS), Dallas, TX. Responsibilities Duties to include but not limited to: Management and Coordination of Veteran and Employee Experience Program Coordinator (VEEP) through the Veteran and Employee Experience program: Interpret the Health Care system's mission, policies, procedures, and available resources/services to the patient. Demonstrate skills, knowledge, and ability to addresses clinical and non-clinical concerns and complaints for the organization. Assist with General complaints, Congressional, White House and/or patients inquiry letters and provides information with which to answer these inquiries and/or complaints. Acts on the patient's behalf on a variety of questions and issues involving problem resolution and patient advocacy. Perform as front-line representative for the Section/Service with top management in patient care issues that arise due to care and treatment in the health care facility. Ensure the organizations mission and performance are effective. Perform various computer-based task/functions (Excel spreadsheets, Analytics, Sharepoint, V-Signals, Microsoft Meeting tools) to assist in resolving Veteran complaints. Demonstrate the knowledge and skills necessary to apply fact-finding, analytical, and problem-solving methods and techniques to identify problems, draw conclusions and recommend solutions. Identify the elements of clinical, non-clinical, employee or administrative practices which contribute to or create an atmosphere for patient dissatisfaction and recommends changes to the Veteran and Employee Experience Section Chief and Council. Enters, retrieves and analyzes complaints/concerns handled by Veteran and Employee Experience program into V-Signals, Truthpoint or the Patient Advocate Tracking System Replacement (PATS-R). Assist the Veteran and Employee Experience Committee monitor expenditures and recommend allocation of funds based on program needs. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/07/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An IOR is a basic requirement that must be met in order to qualify for entry into this job series. The Individual Occupational Requirement for the Health System Specialist position is: Education: Undergraduate or Graduate Education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Experience: You must have progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following; Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. To qualify based on education for this grade level you must have completed a Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher level graduate education leading to such a degree, Or LL.M in the related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration) (You must attached a copy of your transcripts).
