Environmental Protection Agency Environmental Protection Specialist (Grants Project Officer) in Dallas, Texas

Summary This position is in U.S. Environmental Protection Agency, Region 6, Environmental Justice, Community Engagement, and Environmental Review Division. About Region 6: Region 6 This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis. *EPA offers work-from-home and work schedule flexibilities as described in the Benefits section. Responsibilities You will: Serve as a primary EPA staff specialist to develop and implement stakeholder/EPA partnerships for environmental protection programs. Lead negotiation, facilitation, creation, and evaluation of specific agreements. Review grant, cooperative agreement, and/or IAG activities related to the initiation, administration, and/or close out of more complex or difficult grants, cooperative agreements, and/or IAGS, including responsibility for monitoring performance. Participate as a staff member on ad hoc teams and projects. Prepare and review written materials; and make briefings and presentations to a variety of audiences. Review and respond to congressional inquiries and inquiries from the general public concerning the interpretation and application of new plans and policies designed to meet environmental program objectives. Serve as a technical specialist in providing advice and assistance to state, local and/or tribal governments and non-profits to help facilitate assigned environmental protection programs development within municipalities/towns/tribes. You must be a U.S. citizen. If you are selected, you may be required to complete a one-year probationary period. This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date. #LI-Onsite Qualifications NOTE: You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-11 level, you must have one of the following: 1 year of full-time specialized experience equivalent to at least the GS-09 level defined as reviewing grants, cooperative agreements, and/or interagency agreements for accuracy and completeness; collaborating with internal and external stakeholders on ad hoc teams; managing competing demands and priorities. Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related; the education must provide the knowledge, skills, and abilities necessary to do the work of the position equivalent combination of education and experience NOTE: 1 year of full-time undergraduate study is 30 semester or 45 quarter hours. 1 year of full-time graduate education is the number of credit hours that the school attended has determined to represent 1 year of full-time study; if that information cannot be obtained from the school, 18 semester hours is considered 1 year of full-time study. To qualify for the GS-12 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-11 level defined as Serving as a technical/programmatic specialist in providing advice and assistance to state, local and/or tribal governments and non-profits; assisting project managers on ad hoc teams and special projects; reviewing grants, cooperative agreements, and/or interagency agreements. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of applicable federal environmental statutes and regulations including Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended by the Superfund Amendments Reauthorization Act (SARA), and the National Contingency Plan (NCP); other regulations as related to program activities and mission, such as Clean Water Act (CWA); Clean Air Act (CAA), etc. Knowledge of federal grants, cooperative agreements, and interagency agreements regulations, policies and procedures, sufficient to manage a variety of complex and difficult grants and cooperative agreements. Skill in oral communication, sufficient to address and resolve conflicts and complex issues among stakeholders; and deliver briefings and presentations to a variety of audiences. Skill in written communication, sufficient to prepare materials for briefings and presentations in a variety of media and formats. Skill in project management. Skill in interpreting federal grants and cooperative agreement regulations and guidelines sufficient to provide technical guidance to internal and program staff and external stakeholders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
