Summary
This position requires the ability to work as a senior member of the Meter to Cash Tower in the Digital Grid Operations Organization. This senior analyst role specifically requires the experience to independently gather and document requirements, facilitate small and large projects, think critically while solving problems, and deliver comprehensive solutions from documented or verbal specifications in a timely manner. A primary responsibility of this position is to provide oversight, expertise and guidance of daily operations within Meter to Cash applications stack such as Customer Care & Billing (CC&B). This includes creating and supporting development initiatives and reviewing the work of less experienced labor force members to insure accurate, complete, and timely execution of tasks.
Additionally, this position provides subject matter expertise and analytic support to Revenue Management, Measurement Services, Retail Electric Provider (REP) and Market Relations, Customer Engagement, Distribution Operations, Supply Chain, Accounts Payable, Rates and Regulatory, etc. teams across Oncor.
Key Roles & Responsibilities Directly or through others, the incumbent:
Performs all essential functions and aspects of the job including any other specific job requirements
Facilitates discussions and works closely with the members of the Meter to Cash Tower on a daily basis to ensure the needs of our functional partners are met, and that any cross-capability work is identified and communicated as appropriate
Responds to questions from the CCB user community regarding any aspect of the job and independently monitors escalated issues or provides the expertise necessary to resolve these issues
Provides advice and subject matter expertise in researching and resolving identified issues associated with customer and retailer complaints as well as performs analysis and application maintenance activities to fix and design appropriate processes
Provides subject matter expertise for training, new systems, operational support, process improvement efforts, etc.
Independently performs critical technical analysis and takes any necessary actions to support Customer Care & Billing (CC&B) or other internal systems or related processes
Monitors all systems for accuracy and reliability as they relate to Electronic Data Interchange (EDI) and non-EDI file transfers
Builds relationships and maintains close contact with functional stakeholders to identify and document requirements and/or potential enhancements, resolve system issues, and innovate across the capability functions
Works cross functionally with Revenue Management, Measurement Services, Retail Electric Providers (REP) and Market Relations, Customer Engagement, Distribution Operations, Supply Chain, Accounts Payable, Rates and Regulatory, etc.
Works with external market participants to resolve market issues regarding TxSET transactions and ERCOT system discrepancies
Manages processes to analyze EDI transactions, develops high-level system specifications to solve business problems, and prepares high-level system design specifications, flow charts, block diagrams, and report layouts using functional program specifications
Monitors and evaluates market transaction performance against desired service levels and regulatory requirements and manage performance improvement.
Creates and provides managerial level reporting and recommends possible solutions to resolve complex problems
Education, Experience and Skill Requirements
The minimum education requirements are:
- High school diploma with 5 years related work experience or Associates degree with –five years related experience or Bachelor’s degree preferred
The minimum experience requirements are:
5+ years’ experience at a mastery level in at least one area of line responsibility (EDI, Revenue Management, Field Activity, Customer Operations)
Strong analytics background
Prior experience needed in a multi-faceted and face paced environment
4+ years in Customer Information Systems including Customer Care & Billing (CC&B) or similar
Complete understanding of SOX controls regarding documentation and reporting requirements
Extensive working knowledge and expertise in the Texas Electric Market business and market processes with the ability to communicate these techniques to a sizeable work group
Advanced knowledge of all facets of Texas SET, Terms and Conditions, Customer Protection, Market Protocols, and Oncor’s tariff
4+ years’ experience in systems necessary to perform Market transactions, billing, payments, collections, etc.; these systems include: Customer Care & Billing (CC&B), MTM, AWA, CRIP, BizLink, and familiarity with Texas SET
