Responsibilities You will serve as a Long Range Fires (LRF) Safety Engineer/Scientist in the Electromagnetic and Sensor Systems Department, Platform Systems Integration Safety Branch (Code B73) of the Naval Surface Warfare Center Dahlgren Division. You will support a distributed System of Systems (SoS) safety program in support of Long Range Fires (LRF) capability development. You will work with a team of scientists and engineers performing hazard analysis and safety risk assessment at the SoS level and integrated weapons control system levels. You will collaborate/coordinate with stakeholders of constituent programs including top-level Navy management and technical personnel, other external DoD agencies, private industry, and/or academia. You will perform systems safety engineering on Naval Platforms, Combat Systems, Weapon systems and support elements in accordance with required standards, instructions, guidance and policy. You will lead and perform the planning, development, and generation of systems safety engineering plans, risk assessments and other documentation required for the proper communication, execution, and tracking of system safety programs. You will participate in executing system safety engineering across the LRF SoS lifecycle, including research and development, integration, verification and validation, and operations. You will participate in technical reviews of safety program artifacts and provide technical recommendation to a team of scientists, engineers, and other system safety professionals. You will plan, prepare and coordinate systems safety related research proposals and other documentation required for the proper communication of research related ideas and the results of research. You will assist the Program Lead in monitoring the technical health of the respective system safety program, applying risk management concepts and best practices to identify technical risks to maintain cost, schedule and performance objectives. You will utilize Combat System/Combat System Element safety and/or system engineering experience to ensure and maintain collaboration between a diverse group of LRF program sponsors and engineering activities. You will provide well thought-out advice and guidance to managers, supervisors, peers, and sponsors on technical aspects of systems or concept development. You will work with a team of diverse scientists and engineers, including military, civilian, and contractor representatives, and participate as an active team member in meetings, testing events, project tasks, and other requirements. You will participate in and provide system safety engineering guidance to support various Safety Review Boards and program certification panels. Requirements Conditions of Employment Qualifications This is an interdisciplinary position and may be filled by a General Engineer (0801-series), a Physicist (1310-series), a Chemist (1320-series), an Operations Research Analyst (1515-series), a Mathematician (1520-series), or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. TO QUALIFY FOR ND-4: Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-3 pay band (GS-9 through GS-11 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer or scientist applying principles of safety engineering to identify, analyze, or control hazardous conditions, exposures, or practices. TO QUALIFY FOR ND-3: Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-2 pay band (GS-5 through GS-8 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer or scientist applying basic techniques of safety engineering to gather data for the analysis or control of hazardous conditions. Education Applicants must meet at least one of the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Professional Engineering Series (08XX) - Degree: A professional engineering degree from an ABET-accredited college or university; OR a degree with curriculum in differential and integral calculus, with additional courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics; OR Professional Engineering Series (08XX) - Substitution of Education/Experience: A combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (a) professional registration, (b) evidence of successfully passing the Engineer-in-Training (EIT) examination; (c) successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified above; or (d) successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering provided that it included at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. This training plan or experience must be well documented and provided at time of application.); OR 1310-Physics Series: A degree in physics; or a related degree that includes at least 24 semester hours in physics; or, a combination of education and experience demonstrated by coursework that is equivalent to a major in physics (at least 24 semester hours), plus appropriate experience or additional education; OR 1320-Chemistry Series: A degree in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics; or a combination of education and experience -- course work equivalent to a major as shown above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education; OR 1515-Operations Research Series: A degree in operations research; or a related degree that included at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses. At least 3 of these 24 semester hours must have been in calculus; OR 1520-Mathematics Series: A degree in mathematics; or a combination of education and experience - courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), plus appropriate experience or additional education. The total coursework described above must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite; OR 1550-Computer Science Series: A degree in computer science; or a degree with at least 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of these 30 semester hours must have been in a combination of statistics and mathematics that included differential and integral calculus. TO QUALIFY FOR ND-3: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: A master's or equivalent graduate degree; OR Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR A combination of experience and graduate education as described above that equates to one year of experience.
