Job Summary

We are seeking a versatile, well-qualified analyst to perform the role of Operations in the Information Environment (OIE) Analyst to support a United States government client responsible for countering the procurement, stockpiling, and employment of Weapons of Mass Destruction (WMD).

This position is contingent upon contract award.

Responsibilities

  • Provides subject matter expertise in characterizing the Information Environment (IE), synchronizing and coordinating information capabilities. Performs quantitative and qualitative assessments.

  • Applies knowledge of Countering Weapons of Mass Destruction (CWMD) or Chemical, Biological, Radiological, and Nuclear (CBRN) defense programs, threats, and capabilities in characterizing the IE.

  • Performs research and analysis to understand foreign narratives aimed at the organization and its partners, to include the complex issue areas for the CWMD community.

  • Supports identification and creation of concepts, activities, actions, and plans to assist with messaging concepts.

  • Monitors and analyzes the foreign information environment and develops assessments to create information advantages for the organization.

  • Compiles summaries of foreign IE narratives and tracking trends. Baselines narrative detection and deviation and develops customized / tailored products.

  • Applies knowledge or experience in training and education programs to integrate IE themes, concepts, and/or objectives into military plans and/or exercises.

  • Develops criteria for measuring the effectiveness of information resilience initiatives.

  • Supports application development of data visualization tools, i.e., SharePoint, survey tools, application coding and functions and geospatial information systems to facilitate data sharing and collaboration.

Key Qualifications

  • DoD Secret Clearance with ability to obtain TS/SCI clearance.

  • Minimum of 8 years with BS/BA; Minimum of 6 years with MS/MA; Minimum of 3 years with PhD (related years of experience). 4 additional years of related experience will be considered in lieu of BS/BA education requirement.

  • Knowledge in the Joint Planning Process, Military Decision-Making Process, and expertise in conducting or supporting Military Information Support Operations (MISO) or Psychological Operations (PSYOP).

  • Knowledge of military service departments functions and their relationships to Combatant Commands (CCMDs) to coordinate OIE.

  • Familiarity with, certified in, or have relevant operational experience in Military Deception (MILDEC), OPSEC, EW, or Cyberspace operations

  • Knowledge of Countering WMD or CBRN defense programs, plans, policy, intelligence, and doctrine.

  • Must demonstrate outstanding / unparalleled writing, speaking, presentation, and interpersonal skills.

  • Must be willing to travel inside of the United States; potential for foreign travel overseas.

  • Ability to plan, execute, and conduct moderate to large scale conferences, presentations, and workshops.

  • Must be a U.S. Citizen.

Preferred Qualifications

  • DoD Top Secret Clearance with SCI eligibility.

  • Formal service level training as in FA30 career field (Army), MOS 17XX (USMC) etc.

  • Knowledge and detailed technical experience required of all Microsoft Office products (MS Word, MS Outlook, MS Excel, MS PowerPoint, MS Access, MS Visio, MS Project, MS Publisher), Microsoft Internet Explorer, and Adobe Acrobat products.

  • Minimum of 5 years of experience with IE planning at the service or joint level in support of operations.

  • Recent joint or service level IE operations planning experience.

  • Joint C4I/Cyber Staff And Operations Course (JC4ICSOC).

  • Joint Information Planners’ Course.

  • Defense Operations Security Planners Course (DOPC).

  • Joint Military Deception (MILDEC) Training Course.

Work locations include government site in the National Capital Region and/or Battelle’s Crystal City office.
