Agricultural Research Service Administrative Officer in Corvallis, Oregon

Summary This position is located within the Location Support Staff for USDA's Agricultural Research Service (ARS) in Corvallis, OR. In this position, you will work closely with the location's management team to efficiently and effectively carry out all administrative operations and provide leadership in the management of business functions in support of research programs. Responsibilities Keeps employees informed of human resources rules, policies, regulations, and procedures. Serves as the primary advisor and technical resource to officials on accounting and financial management matters. Works with a Safety Officer to provide information regarding safety, health, and environmental standards and program elements to employees and management officials. Serves as the primary advisor and technical resource to officials on accounting and financial management matters. Works with a facilities team to develop preliminary contract specifications ensuring adequate documentation, statement of work approvals, clearances, justification, and funds before forwarding to management. Oversees the implementation of facility and real property management and general services functions. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. GS-12 Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience managing budget transactions including budget formulation and execution, expenditure tracking, budgetary updates or funds availability report; providing administrative services related to correspondence and records management, forms management, or administrative regulations; applying a variety of purchasing regulations and procedures to acquire services and supplies using purchase orders, purchase agreements, or fix price negotiated contracts; and coordinating and monitoring the functions of human resources and administrative services within an office. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have an education qualification requirement.
