WM Air Quality Specialist in Corona, California

Job Overview

The Air Quality Specialist will be responsible for regulatory planning, compliance and permitting support activities within the Air Quality discipline for WM’s El Sobrante Landfill. They will conduct daily reviews of data and preparing regulatory reports for submission. Additionally, this position works with regulators on permit submittals, alternative operating approvals, and other regulatory approvals and permits as required.

Knowledge of:

• Air pollution control technology, monitoring, instrumentation, air quality dispersion modeling, and environmental regulations; should be experienced in dealing with regional, state, and federal agency personnel.

• Air quality regulatory requirements in the region.

• Must have ability to communicate with management, regulatory agencies, and technical personnel in verbal and written form. Some travel required throughout U.S., as well as in service area.

Preferred knowledge of:

• Landfill air quality requirements

• Experience in landfill air permitting and compliance support.

II. Essential Duties and Responsibilities

To perform this job successfully, an individual must be able to perform the essential duties satisfactorily. Other minor duties may be assigned and may vary by location.

  • Prepares, reviews, and submits required air quality monitoring and testing reports for internal and external audiences as required, and represents WM at agency meetings regarding air quality issues.

  • Communicates and implements proposed state and local legislation, rules, and policies. Serves as districts Air Quality contact regarding incident notifications, regulatory issues, and permit applications, to include monitoring and reporting required by legal agreements, settlements, and consent decrees that regard air quality.

  • Monitors and records air quality efforts to maintain compliance. Investigates and assesses the regulatory findings and analysis and prepares related documents. Identifies local, state, and federal regulatory impacts to operations.

  • Develop and maintain relationships with California ARB, Local Air Quality Management Districts, and other regulatory agencies to plan, organize, and secure related environmental permits and other regulatory approvals. Prepares related documentation.

  • Responsible for developing, coordinating, and overseeing air permit, gas collection system data, and associated Clean Air Act records, investigations, assessments, guidance, and reporting.

  • May serve as a team lead and/or provide aid and direction for WM management, Engineering, Environmental Protection, Landfill Gas, and Operations staff on air quality related matters.

IV. Qualifications

A. Education and Experience

Education: Bachelor's Degree (accredited) or in lieu of degree, High School Diploma or GED (accredited) and four years of relevant work experience.

Experience: Five years of environmental protection related experience (in addition to education requirement).

B. Certificates, Licenses, Registrations or Other Requirements

Requires knowledge of regulatory environment as it applies to environmental protection and compliance.

C. Other Knowledge, Skills or Abilities Required

MS Office familiarity, general computer acumen and ability to learn to utilize other job-related technical software. Familiarity with statistical methods. Research skills. A working knowledge of the company's operations and business hierarchy.

The expected salary range for this position is $92,575 to $118,105 per year. The specific salary offered to a candidate may be influenced by a variety of factors including the candidate’s relevant experience, education, training, certifications, qualifications, and work location. In addition, this position is eligible for incentive pay.
