PRIMARY DUTIES AND RESPONSIBILITIES:

Title IX Responsibilities

  • Serve as primary recipient of Title IX reports received by Dean of Students Office including serving as primary recipient of reports made to the Housing and Residential Life Staff or filed online outside of regular business hours.

  • Receive and process in timely manner reports received and work with campus partners to facilitate response from individuals outside the department as needed.

  • Serve as primary investigator of all Title IX related matters involving possible misconduct by undergraduate, graduate, medical, and law students across all campuses.

  • Interview complainants, respondents, and material witnesses; obtain and review documents and other relevant materials from parties; evaluate for admissibility consistent with policies and procedures.

  • Conduct independent investigations to gather video surveillance, facility access records, police reports, and other information from campus partners including UMPD and the Department of Housing and Residential Life.

  • Compile investigative reports.

  • Notify students of hearing outcomes following Title IX Disciplinary Hearings and Mitigation Hearings; coordinate and ensure prompt notification of all parties involved including update notifications throughout disciplinary process.

  • Monitor compliance of all requirements and timelines specified in the formal disciplinary process.

  • Serve as primary point of contact for students involved in Title IX investigations, as well as advisors or others with procedural concerns.

  • Work in close relationship with Case Managers and the Counseling Center to coordinate care services for students who have reported or are involved in sexual misconduct or gender discrimination incidents.

  • Work in close collaboration with faculty, the Registrar’s office and Academic Deans to grant necessary and timely Title IX accommodations.

  • Issue referrals for victim advocacy and support services included but not limited to information on criminal or civil action and access to victim compensation services as appropriate.

  • Document, track, and triage response for all Title IX reports received by the Dean of Students Office.

  • Monitor and maintain student conduct files relating to sexual misconduct complaints.

  • Prepare annual statistical reports for the division on the incidence of sexual misconduct and gender discrimination reported to DOSO.

  • Recruit and train faculty, students, and administrative staff to serve on Title IX hearing panels, including law & medical faculty and students.

  • Develop and conduct specialized training sessions for students, faculty, and staff on Title IX policies and procedures.

  • Develop pre-orientation materials for new students including creation and review of all online and other educational tools.

  • Develop and facilitate New Student Orientation Title IX training sessions in collaboration with the Office of Orientation & Commuter Student Involvement.

  • Develop and facilitate training for Graduate Student orientation, Study Abroad orientation, SART Volunteer training, and other student and faculty groups as requested.

  • Develop and facilitate training for Student Athletes to ensure compliance with NCAA requirements.

  • Develop and revise procedures and facilitate training for Title IX response by HRL Professional Staff, RAs, and SAs.

  • Deliver training to students and employees regarding prevention and response to sexual discrimination by students, including sexual violence, intimate partner/relationship violence, stalking, sexual assault, and related matters.

  • Serve as investigator for undergraduate and graduate student organization Title IX cases.

  • Meet with those who have concerns regarding sex/gender discrimination by students including sexual assault, sexual harassment, stalking, and relationship abuse; and provide information regarding the University’s policies and procedures designed to address these issues.

  • Serve as office/division representative to events relating to Sexual Misconduct and Gender Discrimination education and awareness.

  • Respond to media requests relating to sexual misconduct and gender discrimination in close consultation with Media Relations (both from student and other publications).

  • Provide information to complainants about interim measures that can be taken to protect the complainant and the University’s policy prohibiting retaliation, including how to report any subsequent or related behavior.

  • Work with university officials, to include police, Housing and Residential Life, Athletics, and academic departments, to implement appropriate interim measures during pending investigations.

  • Issue and notify students of protective measures to protect individuals and the safety of the campus community.

  • Serve as primary liaison and provide training and support for the Title IX Hearing Panels.

  • Develop collaborative working relationships with victim advocacy and support professionals/offices/organizations within and outside of the campus community.

  • Develop reports and other data collection methods to assist the University in identifying patterns of systemic problems that may become apparent during the review of Title IX complaints.

  • Assist the Deputy Dean of Students and UMPD with Clery Crime Reporting compliance.

  • Develop specific tools to assess student satisfaction with the Title IX investigative process and compile reports.

  • Develop and disseminate awareness and education materials including brochures and posters around Title IX matters.

  • Assist in responding to OCR requests during Title IX Complaint reviews.

  • Advise, supervise, and mentor It’s on Us Student Ambassadors.

  • Organize and facilitate education and awareness events/ campaigns under the lead of the It’s on Us Student Ambassadors to include meetings and events outside of regular business hours.

  • Attend Title IX Committee Meetings as needed.

  • Remain knowledgeable of current state and federal laws and regulations and trend in the field of education relating to sexual misconduct to ensure compliance and relevance of policies and procedures.

Student Conduct

  • Serve as a Hearing Officer for undergraduate and/or graduate conduct cases.

  • Manage case assignment and case tracking in absence of the Deputy Dean of Students

  • Recruit, train, and advise Disciplinary Hearing Panels for all general conduct and Title IX related hearings.

  • Develop and facilitate training for HRL Professional Staff and RAs, including student conduct training and Maxient training.

  • Conduct investigations and prepare cases for University and Major Disciplinary Hearings.

  • Educate the University community on student rights and responsibilities.

  • Assist in Clery Report crosscheck in collaboration with UMPD.

General

  • Participate in campus activities within the Division of Student Affairs (Orientation, Leadership Programs, Homecoming, Convocation, etc.).

  • Responsible for the oversight of numerous financial and endowment accounts.

  • Serve on Student Affairs or University committees as assigned or requested.

  • Other duties as assigned.

QUALIFICATIONS:

  • Master’s degree in college student personnel, higher education administration, enrollment management, juris doctorate or related field.

  • Minimum of two years full-time professional student affairs, student conduct administration or related experience.

  • Education, training, or experience in handling complaints of sexual violence, including sexual assault, sexual harassment, stalking, and/or relationship abuse.

  • Education, training, and/or experience in higher education including the requirements of Title IX.

  • Superior response skills.

  • Strong administrative and problem-solving skills.

  • Exceptional written and oral communication skills.

  • Excellent organizational skills.
