The State of New Hampshire, Department of Safety, Division of Fire Standards and Training and Emergency Management Services has a part time vacancy for Program Specialist I (13-1040 COMPLIANCE OFFICERS-3). This is a part time position that cannot exceed 29.5 hours in a work week and does not offer health insurance benefits.

SUMMARY:To coordinate, plan and oversee the Emergency Medical Services (EMS) Vehicle Inspection Program activities. to ensure public safety and state law compliance through the inspection of emergency medical services and wheelchair van-for-hire vehicles, as it pertains to vehicles and sheltering.

18 Months or 1.5 Years of additional relevant experience = Associate's degree

36 Months or 3 Years of additional relevant experience = Bachelor's degree

54 Months or 4.5 Years of additional relevant experience = Master's degree

MINIMUM QUALIFICATIONS:

Education:Bachelor's degree from a recognized college or university with major study in fire protection, fire science, emergency services, public health, general studies or related field. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience:Two years of professional or paraprofessional experience in emergency medical services, with responsibility for planning, monitoring programs, or performing research. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification:

  1. Must possess a valid New Hampshire drivers license.

  2. National Registry of Emergency Medical Technicians (NREMT) EMT level certification and a current NH EMS Provider license.

SPECIAL REQUIREMENTS:

Selected candidate will undergo a fingerprint based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information.

RESPONSIBILITIES:

Coordinates the vehicle inspection program including monitoring expiration dates, scheduling on-site and/or field visits to complete inspection, and conducting inspections.

Reviews and maintains program policies and procedure manuals and drafts or modifies as needed to maintain accuracy and compliance with state law.

Develops, designs and updates training on the policies and procedures of processing and conducting inspections. Coordinates and provides training and support to inspectors of EMS vehicles to ensure consistent utilization and understanding of procedures.

Provides consultation and technical assistance to state agencies, municipal entities and other organizations interested in becoming licensed as emergency medical services units and Wheelchair van-for-hire Companies, as it relates to vehicle licensing.

Assists in the application process of the licensing of EMS vehicles, including updates to forms, and distribution of licenses.

Assists with investigations, when warranted to include conducting inspections, interviews, and generating reports as well as issues compliance orders relating to emergency medical services and wheelchair van-for-hire vehicle licensure deficiencies.

Manages the EMS vehicle licensing files updating inspection records and processing applications in the electronic database.

Supervises inspectors in the performance of their duties, adherence to procedures and compliance with state law ensuring that emergency medical services and wheelchair van-for-hire vehicles meet licensing requirements as mandated by the State of New Hampshire.

Conduct outreach to establish, support and maintain relationships with external stakeholders to provide exceptional customer service to NH residents.
